General context of the project
The conflict in the Lake Chad Basin has intensified in the past two years as Boko Haram’s attacks on civilians have forced millions of people from their homes, forcing them to access essential services and destroying local infrastructure. The conflict has hit the 4 countries of the Lake Chad Basin (Cameroon, Chad, Niger and Nigeria) and overall, 2.4 million people have been forced to leave their own homes.
The Lake area is made even more vulnerable by the influx of people which is putting further pressure on the already insufficient resources and weak basic infrastructure of the less developed regions of Chad. This food and nutrition crisis, displacement, epidemics and natural disasters contribute to exacerbating humanitarian needs and amplifying existing vulnerabilities.
General objective of the position
The Base Logistician supports the normal operation of base logistics activities and provides support to project activities, according to INTERSOS procedures and standards.
Main responsibilities and tasks
Base Management:
- Assist the Logistics Coordinator in implementing procedures and monitoring logistics activities on the bases in support of the projects implemented;
- Identify, plan and support the necessary rehabilitations and installations on the different bases in terms of rehabilitation, transport of goods and personnel, communications, vehicle and energy management, equipment and infrastructure, communications, development and maintenance of functional spaces of the offices and accommodation for staff in adequate living conditions by ensuring logistical monitoring of the bases on a weekly basis, in conjunction with the assistant logisticians.
- Ensure efficient circulation of logistics information to field project teams.
Supply chain and inventory management:
- Implementation and maintenance of a supply chain adapted to projects in collaboration with project managers and following Intersos procurement procedures and ensuring online posting on the INTERSOS management platform ( IMP).
- Supervise purchasing processes on the bases and work in close collaboration with coordination for purchasing requests with high technical specificity towards coordination;
- Ensure the identification and referencing of suppliers through the prequalification process of each chosen supplier;
- Implement all administrative activities related to logistics in conjunction with the logistics coordinator in terms of orders, contracts, etc.);
- Ensure the proper maintenance and archiving of purchasing files, contracts, equipment, fuel documents, etc.);
- Ensure the management and monitoring of project stocks and provide effective communication to project managers on the status of their stock each week;
Vehicle and energy fleet management:
- Ensure the proper functioning of vehicles adapted to the needs of projects in the field, and ensure the monitoring of vehicles (operational status, their maintenance and the conduct of necessary repairs, location) and the regular updating of monitoring tools;
- Ensure the implementation and compliance with schedules and monitoring tools for fuel and maintenance management (log books).
- Ensure control of vehicle and generator consumption and, if necessary, make the necessary adjustments to operating procedures;
- Ensure the proper functioning and sizing of the energy necessary for the operation of the bases in terms of generator and back up;
Logistics Human Resources Management:
- Participate in the planning and implementation, with the logistics coordinator and the HR coordinator, of the associated HR processes (training, evaluation, development) of the logistics staff in order to ensure both sizing and capacity building necessary to properly execute all logistics activities;
- Supervise the entire logistics team, directly or indirectly, and provide supervision to the logistics staff under their responsibility.
- Lead logistics work meetings to prevent and arbitrate possible conflicts, define priorities and action plans / timelines of logistics activities;
Operational security management:
- Define and monitor the day-to-day application of safety rules and report to the base manager with a copy to the logistics coordinator of any problems that may arise. To this end, it must create an appropriate environment to facilitate the secure exchange of information;
- Support the implementation of identified priority security measures, monitor the technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the policy and safety guidelines defined in the CPP Lac.
Reporting:
- Write and participate in the writing of internal reports for everything relating to mission logistics and monthly reports as directed by the logistics coordinator;
- Contribute to the implementation and use of the management system on the mission’s INTERSOS platform (the IMP platform).
Profile required
Education
Technical university diploma such as BTS, Bachelor’s or Master’s degree in the fields of transport and logistics, management or a specific technical field.
Professional experience
Essential professional experience of at least three years in the context of operations of International Humanitarian NGOs.

- Ability to work in a volatile security context;
- Ability to work to a tight deadline, with little supervision and under pressure;
- Great ability to communicate, written and oral, and to maintain relationships with experience in managing work teams;

- Knowledge of procedures and guidelines.
LANGUAGES
- Fluent French (spoken, read, written)
