The mission

Solidarités International (SI) has been operating for several years in the countries of the Sahel region and has a regional office in Dakar. In the Gulf of Guinea, SI still has a valid registration in Côte D’Ivoire.

In March 2023 SI carried out a first exploratory mission in Togo, Benin and Ivory Coast, facilitated by local authorities who allowed direct access to the northern border areas of these countries: Dapaong, Pognon, Tône, Cinkassé in Togo, Matéri and Tanguièta in Benin, Ouangolodougou, Kafolo, Tougbo, Bolé in Ivory Coast.

Since August 2023, SI has maintained a permanent presence in Togo and Benin and initial interventions benefiting displaced persons, refugees and host communities have been carried out, notably in Dapaong in northern Togo and Natitingou in northern Benin.

The operational base in Natitingou, the capital of the Atacora department in Benin, is made up of a Field Coordinator, an admin manager, a logistician manager, a team leader, a SERA agent, an ARP and a Basic Needs team leader, a logistics assistant, as well as an admin assistant. A base in Dapong is planned to open in the first quarter of 2025.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

General objective:

The EHA Program Manager is responsible for the effective implementation of project activities and the achievement of the objectives defined in the project proposals.
He/she is responsible for supervising the operational teams assigned to his/her program.
He/she is responsible for the proper execution and quality of the EHA program(s) implemented, and, where appropriate, proposes adjustments or developments to ensure their relevance.
The EHA RP ensures the administrative, financial and logistical management of the project while respecting the security plans put in place on the mission as part of the implementation of the project activities.

Specific issues and challenges:

  • Train and strengthen the capacities of its team members, particularly in the emergency area;
  • Develop intervention methodologies for new activities;
  • Improve community participation and accountability to beneficiaries;
  • Represent SI in thematic group meetings;
  • Contribute to the development of future EHA project proposals;
  • Implementing programs in volatile and constantly deteriorating security contexts.

Priorities for the first 2-3 months:

  • Finalize the ECHO project;
  • Lead the launch of new projects;
  • Update management tools (OFU, APUC, etc.);
  • Archive documents from different projects.

Training and experience in the EHA field

Technical skills and qualities sought:

  • 3-4 years of experience in the humanitarian sector and in an equivalent position;
  • Very good command of EHA emergency programs and monitoring of project management tools (OFU, APUC);
  • Skills in water point rehabilitation, latrine construction and emergency distribution;
  • Good knowledge of project management;
  • Ability to take initiative, be rigorous and be autonomous;
  • Ability to propose operational and strategic solutions to ensure access in complicated intervention areas;
  • Ability to implement various security risk mitigation measures;
  • Ability to carry out detailed, quantified needs assessments;
  • Humanitarian coordination;
  • Excellent reporting skills.

LANGUAGES :

  • Written and spoken French (required)
  • Local language and/or English are assets

A salaried position: Depending on experience, from 1980 EUR gross per month (1800 EUR basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 EUR (460,000 FCFA).

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

Security constraints:

Northern Benin and Togo are facing incursions by unidentified armed groups which result in clashes with the FDS of these two countries and lead to civilian deaths. It should be noted that these incursions are still limited to the border areas and the controlled occupation zones of the Pendjari Park.
It should be noted that these GANI often use IEDs as a modus operandi, especially in the savannah region of Togo and the Alibori department of Benin.
Despite this volatile context, the teams manage to mobilize to effectively support beneficiaries on the ground.

LIVING CONDITIONS:

The position is based in Natitingou, the capital of the Atacora department in Benin, with long-term missions at the Dapaong base. The Natitingou base has a well-equipped office and a living base that can accommodate expatriates. The city is located 600km from Cotonou and approximately 600km from Lomé. There is no problem with the supply of food or basic necessities. There are shops and food stores, bars and various places of entertainment.

The weather conditions are harsh from March to June (high temperatures). The city has functional water and electricity networks. The base has a water tank allowing to have constant water on the base life.
