SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
DESCRIPTION OF THE OFFER:
GENERAL OBJECTIVE:
The Base Manager-Logistician represents Solidarités International by delegation of the Field Coordinator at the Kongoussi sub-base.
He/She leads the life of the sub-base and ensures good communication between the different services.
As the security referent in his/her area, he/she ensures contextual monitoring and ensures that everyone complies with the Solidarités International rules and procedures.
As a log base, in functional connection with the logistics coordinator and under the supervision of the CT, he/she is responsible for managing the logistics activities of the base, in compliance with the procedures of Solidarités International and donors.
SPECIFIC ISSUES AND CHALLENGES:
Develop a strategy to support program teams in hard-to-reach areas in good collaboration with the area’s access/security monitoring manager.
Strengthen the management of the Kongoussi sub-base and relations between departments
Train and coach the members of its logistics team
Support logistics coordination in setting up purchasing strategies adapted to the context of the city of Kongoussi
Ensure good reporting
PRIORITIES FOR THE FIRST 2-3 MONTHS:
In collaboration with the RVSA, mobilize and support program teams to develop access to intervention areas
Support the field coordinator in strengthening security monitoring and analysis in his area
Update the sub-base LFU,
Train and improve the skills of the sub-base logistics team,
Set up a data backup and protection procedure at the sub-base level
Set up all stock management tools and train the Log assistant.
Optimization of operating costs of the Kongoussi sub-base
Check the sub-base’s purchasing files
SECURITY CONSTRAINTS:
The security situation in Burkina Faso has been deteriorating significantly since 2022, and will be further accentuated in 2023 and 2024. This impacts the position on two levels:
– Very strong constraints in terms of humanitarian access that can change abruptly, requiring an ability to adapt and the formulation of innovative and flexible solutions and modalities to enable the continuation of effective humanitarian assistance at the sub-base level.
– Unlike some of our intervention areas that are under blockade and are only accessible by air, the city of Kongoussi remains accessible by land to this day.
YOUR PROFILE:
DIPLOMA AND EXPERIENCE
Bac+4/5 in Humanitarian Logistics or any equivalent diploma
Experience in the humanitarian sector: 3 to 4 years
Experience in a similar position: at least 2 years
SKILLS
COMPETENCES TECHNIQUES
1- Mastery of procedures and landlord compliance issues
2- Good knowledge of procurement
3- Able to lead ongoing activities and improve the quality of logistics management and reporting
4- Mastery of security management strategies and tools and access strategies in GOA activity zones, prior experience in the 3-border zone highly appreciated

1- Capacity building team management skills
2- Strong skills in teaching, skills transfer, training.

LANGUAGES
1. Good command of spoken and written French
SI will offer you the following conditions:
A salaried position: Depending on experience, from EUR 2365 gross per month (2150 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 550 Euros
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.
LIVING CONDITIONS:
The city of Kongoussi is located in the Centre-Nord region. Life there is relatively pleasant. The city has a few restaurants and places to go out. Cultural life is very lively and traffic is rather fluid.
The city benefits from good telephone and internet coverage, with several operators.
Security rules exist on the mission, so certain places and neighborhoods may be prohibited. There is no curfew. The political and social situation has been volatile since the coup d’état of September 2022, additional restrictions or occasional periods of confinement may be considered.
The position has support from SI in common guest (accommodation).
The position is based outside Ouaga and all expatriates outside Ouaga are accommodated at the Guest House

For catering: cook available, attendance at external restaurants depends on the security context
