RI is active in 16 countries around the world, including some of the most fragile: Afghanistan, Bangladesh, Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Syria, Turkey, and Yemen. Often, RI is the only organization providing assistance to highly vulnerable communities.

RI invests in four broad program sectors: Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene (WASH). We design our programs to incorporate The RI Way: local participation, integrated programming, the development of civic skills, and partnerships including with local NGOs, governments, and the private sector.
RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.
Position Summary: Relief International (RI) currently seeks a dynamic Program Manager for a new RI program funded by BHA which includes FSL, Health and Nutrition( including a cash component) activities in both North and South of Yemen. Program Manager will be responsible for the overall management and operations of the project., she/he will supervise project implementation and ensure the project meets stated goals and reporting requirements, as well as will take a leading role in coordination among key stakeholders.
Position Responsibilities and Duties:
General Management
- Lead and provide management support to the implementation of all project components and ensuring effective and successful delivery of project milestones and results, ensuring an appropriate project management framework in line with RI guidelines. Review the short- and long-range plans for delivery of project services, and provide guidance to the RI staff, health facility staff to improve planning, management and delivery of quality services or various program components.
- Exercise financial, administrative and operational management responsibility for program in line with RI policies, rules, standards and procedures, as well as donor requirements. This includes HR processes related to the staff managed directly and technically.
- Lead in compliance with all organizational and donor requirements, producing narrative reports for projects under remit, and collaborates with relevant colleagues, technical advisors, finance and grant management functions to ensure timely submission of high-quality reporting that complies with donor requirements.
- Develop an efficient internal communication strategy to ensure clear, effective communication with all levels of management within the project teams, including Technical Advisors and Area Managers in project locations.
- Act as the budget holder for the program. Ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with RI policies, procedures and minimum standards. Carry out regular budget monitoring and forecasting to ensure spend within the agreed budget parameters.
- Evaluate activity progress and determine necessary actions in short and long term.
Representation/coordination with external actors
- Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous and visible presence for RI.
- Ensure RI’s mandate is shared and explained to relevant stakeholders.
- Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders.
Donor Relations / Funding
- Provide technical input, writing and budgetary input for new program design, as needed.
- Take lead in assessments to inform new programming of impact of RI current programs.
Monitoring, Evaluation, Accountability, and Reporting
- Contribute to a summary of recommended areas of improvement, areas of success, and lead the commencement of an action plan with RI staff, local partners and/or health facility staff to evolve and make positive systems improvements where needed.
- Develop and support effective monitoring and evaluation system by collection, analysis of data about protection mainstreaming? issues in order to improve the program interventions.
- Take part in field trips to assess project sites and provide support to team as needed.
Qualifications & requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Master’s degree in public health, Social Science or related field such as Humanitarian and Development management Development/Humanitarian Studies
- At least 3 years’ experience working in integrated project management in community-based health and Nutrition programming
- Experience with implementation of cash and voucher programmes.
- Capacity to implement a both facility (PHC) and community-based health and nutrition programs and ensuring effective linkage between them
- Experience working with communities of diverse cultural practices and low literacy levels.
- Computer literacy with advanced word processing, spreadsheet and presentation skills.
- Excellent organizational, budget, project management, communication and writing skills.
- Leadership skills, including the ability to supervise and motivate staff.
- Experience of proactively identifying and addressing issues.
- Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.
- Experience in monitoring and evaluation of community-based health programs.
- Ability to frequently travel to the field sites and work in hardship, insecure remote and non-accompanied locations
- Solid background and knowledge of OFDA/FFP (BHA) and USG funding systems and other international emergency response systems, standards and modalities of work in Health and Nutrition sectors.
- Strong skills in remote setting management
- Excellent English writing skills, and Arabic preferred.
- Excellent time management skills and resourcefulness with strong attention to detail.
- Knowledge of integrated programming (WASH, Protection, FSL) is an asset
