Biomedical Officer (Temporary Position) At Médecins Sans Frontières

GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

JOB CONTEXT AND GENERAL OBJECTIVE
The Logistics Technical Unit (LogTech) is part of the Logistics and Supply Chain department, and consists of supporting the missions of MSF OCBA regarding their logistics’ needs. The unit comprises a diverse expertise, to ensure that it can support all different aspects of MSF´s logistics for both regular missions and emergency interventions: construction, shelter, fleet, energy, facility and cold chain management, general and medical equipment management and WHS (water, hygiene, sanitation and vector control). The focus of the unit is to ensure appropriate support and guidance to MSF OCBA’s missions regarding their logistics, in collaboration with other relevant departments/units (operations, medical, financial, projects & IT…).

For the past 15 years in MSF operation, the biomedical technical family has became a essential discipline, as the quantity and technicity of medical devices kept growing, in the aim to improve the time of response and the quality of care of our medical intervetions.

For MSF-OCBA the past 7 years have been dedicated into creating the biomedical service and the technical support responding to the constant need and requests from the field operations. Even though a stable and professional team is in place for the reactive support, it is now important to develop some strategy and mechanisms aiming to enhance the knowledge about medical equipment management the closest to the medical activities, increasing the autonomy of the field, decreasing/preventing the number of issue and fastening the time of support response.

Accountable to the Head of Logistics Technical Unit and functionally reporting to the Biomedical and Cold Chain Technical referents, the BIOMEDICAL OFFICER main objective is to help in the development of a field training strategy and module content, as well as reinforcing the Human Ressources need assessment.

MAIN RESPONSIBILITIES AND TASKS
Scope
Provide a temporary support to the biomedical and cold chain advisors to accelerate the development of key materials aiming to enhance autonomy of the operations about management of medical equipment in MSF medical activities.
Dossiers
The job is structured around 2 main tasks:

Biomedical field autonomy: Field training modules. The BIOMEDICAL OFFICER will finalize the development of 3 powerpoint-based training modules:

General introduction

Administrative management which describe the tools and how to use them about medical equipment management in a health structure

Support from Expert which describe how to request, collect and follow-up on technical support and recommendation from the biomedical manager, MST and/or advisors.

From this task will result two outcomes:

A flyer addressed to LogCos to present the training opportunities during Biomedical experts visits (Biomedical manager, MSF or advisors)
A webinar session in English and in French to present the Biomedical Monthly Report tool.

HR need estimation tools. The BIOMEDICAL OFFICER will continue and structure the development of an excel-based HR assessment tool. Taking into consideration the inventory of medical equipment of an project as the data-entry point, the tool must estimated the Human Resources need for a project or mission: working time and competency estimation. The expected outcome is a finalized tool using MSF Standard equipment ready to prepare a implementation phase.

Other Responsibilities:
Punctual support to Yemen mission on request.
With the guidance of the biomedical and cold chain advisor, give technical support to request sent by the biomedical technicians of the project in Yemen.

SELECTION CRITERIA
Education and experiencie
• Bachelor or Master degree education related to Biomedical management or System management.
• Good competencies of computers and new technologies, especially powerpoint and excel.
• At least 2 years of experience in the field
• Previous field experience with MSF as Log Hospital manager or Biomedical specialist/manager is a plus
• Experience in training of staff
• Good written and oral communications skills
• Ability to set priorities and organize his/her own work
• Fluent written and spoken English. French and Spanish would be an asset.

CONDITIONS
• Position preferably based at home or in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Buenos Aires, Amman, Dakar or Nairobi)
• Temporary position for 3 months.
• Full time.
• Annual gross salary: HQ-3A divided into 12 monthly payments + secondary benefits based on MSF OCBA Reward Policy.
• Practical working conditions while in the field are as per the MSF-OCBA guideline.
• Starting date: Immediately
