Mission

Within the framework of the work of Médicos del Mundo España MdM in Bolivia (MdM), the Country Administration will be responsible for the administrative development and administration and HR of the mission, under the framework of the procedures established by Médicos del Mundo and those established by donors/funders and those regulated at the national level.

He/she will be responsible for the execution, monitoring and financial accounting justification of the mission’s projects/programs, and the fiscal, social and regulatory obligations in administration at the national level in coordination with his/her representative in the country and his/her administrative team.

Geographical scope of intervention

La Paz, with frequent visits to bases nationwide (Pando, Velasco or others)

Organization chart

Direct dependence on the Country Coordination in Bolivia. At Headquarters, relationship with the corresponding Geographic Unit (Coordination and Unit technicians).

Responsibilities

Related to Administration

Review contracts, agreements and commitment documents relating to MdM’s obligations and rights with third parties, with the support of project/program coordination and base administrations.

Responsible for the efficient management of financial resources, accounting and financial monitoring (including expenditure estimates, funding requests and cash flow forecasting and reconciliation), ensuring adequate financial management control of the mission and its projects/programs.

Responsible for bank management and supervision (accounts, procedures, etc.) and cash registers.

Prepare and reformulate budgets and justify projects/programs in accordance with the financial and internal standards of Médicos del Mundo; accompany exploratory missions.

Application of MdM regulations regarding resource management (financial, material, digital and human), and definition and application of local administrative management protocols.

HR management, consultancies and services (monitoring and support of support staff); Hiring, documentation (administrative, HR and regulatory) and administrative support for HR (selection, hiring and dismissal processes, contracts, salaries and related matters, legislation and regulations/national standards, country and MdM regulations); monitoring of holidays/permissions/hours; Management of staff training.

Management, monitoring and updating of legal and regulatory procedures related to the registration, administration, finances and activity of the organization in the country.

Management, monitoring and updating of tax, fiscal, labor, social and any other fiscal and labor obligations of MdM towards the authorities;

Institutional representation; Participation in forums/meetings/etc. related to administrative-financial issues.

Support, monitoring, supervision and accompaniment to the base administrations.

Coordinated and horizontal work with the entire team (administrative, technical, logistical and coordination) and related to the mission.

Responsible for the administrative-financial part of the monthly report by project/program that must be sent to Headquarters

Responsible for the compilation and writing of economic-financial-administrative information for the presentation of interim and final reports on projects/programs or other actions

Responsible for administrative-financial-accounting reports, inspections and evaluations and audits for MdM or other governmental or private organizations or institutions (financiers, taxes, social security, etc.).

Training

Academic Qualification:

Required: Secondary or higher qualification, preferably in Business/Economic Sciences.

Additional Training:

The following will be valued: Specific training in development cooperation, cycle, management and justification of projects and/or programs.

Minimum requirements

Languages: Spanish

IT: Knowledge of the Office suite, especially Excel, and the Internet. Knowledge of Activity Info and/or database management will be valued.

Experience

It is essential to have at least two years of experience in similar roles to those described.
