BACKGROUND

The Norwegian Refugee Council (NRC) is an international humanitarian organization, founded in 1946, it is the only Norwegian organization specialized in international work with refugees and displaced populations.

NRC began its work in Panama in 2011, carrying out activities aimed at promoting and protecting the rights of the displaced and refugee population, regardless of their age, gender, social condition, ethnic, religious or nationality.

OBJECTIVE OF THE CONSULTING

The purpose of the Border Community Consultancy (ICLA) is to support the frontline response for the population of interest to NRC aimed at access to RSD processes and access to essential rights in the Province of Darién, also covering entry points. of people in transit at the Immigration Reception Stations and people with a desire to remain. The consultancy will be framed in compliance with national, regional and global laws and regulations for the care of PNPI and vulnerable people in transit across the border (Darién).

The consultancy will also support the evaluation and identification processes of vulnerable people who meet the requirements to receive assistance, will carry out the characterization process according to the vulnerability criteria established by NRC and finally will execute the activities and monitoring of humanitarian assistance actions. and RSD provided for in the projects regarding ICLA and protection. Likewise, they will be in charge of collecting the information required by the donor and will send the required activity reports to their supervisory line. The consultant (or) will ensure the quality of the execution of activities related to RSD, access to rights and protection in the field. In this way, the quality of the execution and the support to the NRC team to improve the documentary supports and verification sources are guaranteed.

Promote community and public policy processes in the area, protection plans with community initiatives, training for leaders, community agents and officials; and developing articulation and institutional support processes.

SCOPE OF CONSULTING

In close coordination with the Panama Office Coordinator, ICLA Team Leader and the Support Coordinator, you must carry out the activities to achieve the objective and products described below.

PRODUCTS

  • Provide ICLA services and protection in an efficient and timely manner, in accordance with the Program guidelines and sector standards in the province of Darién.
  • Promote the participation of people, households and communities within the framework of assistance in all phases of the projects, as part of Safe Programming.
  • Conduct needs assessments, including technical analysis of protection risks in the area. Actions that allow the collection of information (database) and reporting, prioritization of care for the population with greatest needs and of interest to NRC as part of Safe and Inclusive Programming (SIP).
  • Make use of Communication, Education and Information (IEC) materials on RSD and protection issues.
  • Facilitate information and awareness sessions, as well as workshops or training processes in coordination with the planning of the ICLA and Protection Programs for communities, authorities and humanitarian actors.
  • Specific technical responsibility for the core competencies for monitoring the financial expenses of the technical activities of the project(s).
  • Make the request for the necessary supplies for the activities to the logistics area within the stipulated times.
  • Support the distribution of non-food items from the AeI sector (habitat kits, shelter, school supplies or furniture) and the WASH sector (hygiene kits, menstrual hygiene or dignity kit, water treatment kit, management kit water and sanitation kit), contributions (materials or temporary shelter kits) and monetary transfers or vouchers from the EI and WASH sectors, if applicable.
  • Accompany impact measurement exercises (for example, in PDM exercises, for Post-Distribution Monitoring) of the processes of awareness-raising, training, construction, contributions, distribution of non-food items and monetary transfers or coupons.
  • Promote articulation between CB and NRC departments.
  • Provide support for monitoring and documenting the implementation of project activities
  • Ensure the development of the logistical, administrative and security procedures required for the development of the activities in charge within the established times.
  • In coordination with the supervisor, accompany institutional or humanitarian coordination spaces when required.
  • Provide the information necessary to complete the Beneficiary Database, matrices that consolidate progress in goals of internal and project indicators and/or information management system on the population served, services and products delivered by NRC.
  • The others assigned by the supervisor in compliance with the objective of the consulting.
  • Support for information collection in the preparation of Reconsideration Resources in the first and second instance of the refugee status application process in Panama in the province of Darién
  • Support to the NRC Panama legal team, in community legal days, workshops or training for beneficiaries or authorities on RSD processes in Panama on the Darién border
  • Preparation of writings, requests, provision of additional reports, extensions, submission of evidence and any other activity that is associated with the refugee status procedure in Panama in the province of Darién.
  • Legal assistance, information and guidance in the refugee status application process for cases assigned by the ICLA Office Coordination or Team Leader in the province of Darién.
  • Preparation and delivery of a monthly report of the services provided, described by age, gender, nationality and legal status in the country.
  • Information update of people in transit who enter through the Darién border and are found at the arrival points or at the Immigration Reception Stations
  • Monitoring of cases, filing incidents with authorities due to limitations on the PNPI’s access to rights or arbitrary detentions.
  • Home visits for interviews, case monitoring or any activity that is associated with the process of applying for refugee status in Panama in the province of Darién (ERM and border entry points)
  • Any other activity assigned directly by the Coordination of the NRC Panama office.

CONTRACTOR PROFILE

  • Graduate or University professional in social sciences (Law and Political Sciences, Social Worker) with minimum experience of (2) years.
  • Accredit experience of working with International Organizations and International Cooperation Agencies.
  • Knowledge of national legislation on the determination of refugee status in Panama. As well as in matters of international agreements signed with Panama.
  • knowledge and proven experience in the preparation of writings, reports and activities associated with the determination of refugee status in Panama.
  • National or foreigner with work permit
