Objectives and Scope of Work

The BRCiS Consortium is a partnership of 6 INGOs and 2 National NGOs, with the explicit aim of building the resilience of communities in Somalia. Currently in its second phase (2018-2022), the Consortium through the CMU would like to engage expertise to develop knowledge and communication products to showcase the learning and achievements garnered through the second phase.

The project’s target locations are 34 districts in Somalia/Somaliland with residency types ranging from rural, to peri-urban and urban and livelihoods ranging from pastoral, urban, agro-pastoral, riverine farming and pure agricultural communities.

Key Objectives of the Consultancy

The consultants will design, produce the content (including components of statistical analysis, field interviews, text, graphs and illustrations), coordinate the review, edit and layout the deliverables highlighted below. The final products will tell the full story of the BRCiS impact and learning through interactive reporting rich with data visualization, quality photographs, lively interviews and illustrated human interest stories (voices from the field).

The consulting company is required to undertake field visits for documenting the human-interest stories and capturing very high solution original photos with GPS locations marked in 7 different districts (the districts will be selected late on when planning with final bid winner)

BRCiS is looking for companies to deliver a number of services in relation to its final report including:

  • Companies should feel free to apply to one or more of the lots depending on their capacities.
  • Technical and financial proposals should be presented separately for each lot so that they can be reviewed and analyzed independently. **
  • For each application, please make sure to include relevant samples of similar work. The proposals will not be reviewed if relevant work samples have not been included or linked. For each sample, please explain in details what was the role of the consultants in the production of the output. **

Lot 1 – 4 Illustrated human-interest stories and 50 professional photographs

We are looking for a team of consultants working together: a journalist/redactor, who will conduct the interviews in the field; an artist/illustrator capable of transforming the stories into powerful illustrations; a professional photographer with a proven track record of humanitarian photography. They could work together as a company or work as individuals under the lead of one of the consultants. The consultants should have access to field locations in Somalia and be conversant in the Somali language so as to be able to capture the pictures and voice.

Illustrated Human Interest Stories (IHIS) present the impact of BRCiS from the point of view of the end user. They tell the story of BRCiS project participants, including how the project contributed to their resilience journeys. The stories will represent four different profiles of Somali community members and narrate their life experience with a focus on resilience. The format should be two pages, and be fully illustrated, like a cartoon or a comic book. The final deliverables should be a pdf file for each case study.

This below is an example of what the final product could look like.

Photographs will be portraits of BRCiS beneficiaries and families, taken in their communities and house. The photographer should detail the process that s/he will use to make sure that impact of the project is also captured in the photos. The pictures should be accompanied by detailed captions. They will be delivered in both RAW and color-corrected JPEG format.

In order to complete the assignment, the consultants will be expected to:

Inception:

  • Review existing project literature and engage in discussions with the CMU and the Consortium Members to identify project locations to be visited, stakeholders and project participants to be engaged and plan travel itinerary.
  • Produce an inception report (5 pages) including:
  • IHIS story boards (synopsis)
  • Interview guides adapted to different stakeholders
  • Field Visit and Workplan

Photography:

  • Proceed with field visits and collect photographs and interviews
  • Select photographs with the CMU
  • Color correct selected photographs (at least 50)
  • Redact detailed captions for each of the selected photograph (in English)

Story creation:

  • Submit the IHIS text for review to the CMU (in English and Somali)
  • Integrate comments and share back the final text version of the IHIS
  • Submit the IHIS for review to the CMU and comments
  • Integrate comments and share back the final IHIS (in English and Somali)

The assignment will start as soon as possible and at the latest by November 14th.

Deliverables should be handed over to the CMU based on the following schedule (this assuming that the consultancy will start on November 15th

Inception report 3 days November 16th

Submission of first draft of 4 stories 7 days November 29th
Submission of photographs (50) 5 days December 3rd
Integration of feedback on IHIS stories 3 days December 8th
Integration of stories and photographs to be finalized 3 days December 13th
Translation 3 days December 16th
Total 25 days

Lot 2 – Interactive Report and data visualisation

We are looking for an individual or a team of consultants to develop data visualisation and an interactive report based on the Consortium’ existing MEAL products to deliver key findings.

The different data sources have already been analysed and reports will be ready to review by the consultants. The consultants will review the reports and select those main findings that will best represent the impact of the BRCiS project. They will then design and develop visualisation using specific data that will be availed by BRCiS and present the visualisation in the form of an interactive online report.

In order to complete the assignment, the consultants will be expected to:

  • Review BRCiS MEAL reports and select the data-based story that they want to build their visualisation around
  • Organise a meeting with the Consortium TWG and CMU to get feedback on the proposed story
  • Based on data shared by the CMU, design and develop the visuals and the text of the data story.
  • Bring all the elements that have been developed together as a creative and multimedia online experience
  • Online interactive report to be embedded in NRC website.

The consultancy will begin on December 5th, 2021.
