PURPOSE OF POSITION:
ARK is recruiting an experienced Budget Manager to work on a prospective 5-year USAID-funded strengthening community resilience to armed recruitment program in Yemen. The programme will prioritize building community awareness, prevention-mechanisms, and reconciliation, positively engage children and youth, advance economic empowerment opportunities to limit the drivers of recruitment, and care for individuals’ psychological and emotional needs through psychosocial and mental health support, including specialized assistance and referral services for women and girls who experience high rates of Sexual and Gender-Based Violence (SGBV) in Yemen. The Budget Manager’s main responsibility is to track and maintain the project financials by applying ARK’s financial procedures in line with compliance and donor requirements. This role is ultimately responsible of managing the project budget, attending the budget meetings, preparing the financial reports required by the donor.
ARK has been programming in Yemen since 2009 for the UK and US governments, as well as the European Union. Work to date has included programming related to service delivery and local governance, support to civil society, research and analysis, peacebuilding and promoting social cohesion.
KEY RESPONSIBILITIES:
Programme Financial Management
- Check and verify source documents such as invoices, receipts in line with approval mechanism, financial procedures, compliance and donor requirements.
- Record financial transactions to the accounting software.
- Building project budgets, attend budget meetings, prepare budget forecasts and regularly update the line manager on ongoing project related issues.
- Ensure accurate entry of all project related transaction into the accounting software.
- Organize and archive project records according to donor and ARK compliance requirements.
- Track accruals, prepayments, deposits and insurance records.
- Reconciliation of third party, bank and cash transactions.
- Other administrative & financial duties as needed.
Office Financial Management
- Direct the maintenance of general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, cost, property, operating expenses, and insurance records in close coordination with the finance manager.
- Oversee the handling of petty cash in collaboration with the operations manager and/or country manager.
- Assist in the end of month review of project journals to ensure proper coding of all payments.
- Coordinate preparation of external audit materials and external financial reporting.
- Ensure all records are kept up‐to‐date.
- Manage all bank transactions, accounts and reconciliations.
- Act as point of contact for local company auditors.
SKILLS, KNOWLEDGE AND EXPERIENCE:
Essential
- 4+ years of hands-on bookkeeping experience.
- Knowledge of generally accepted accounting principles.
- Mature individual with attention to detail, able to work independently and under tight deadlines.
- Effective communicator, analytical thinker, active learner and team player.
- Strong knowledge of computer applications specifically Excel.
- High degree of flexibility and adaptability required.
- Fluent in English and Arabic.
Desirable
- Previous USAID project experience in budgeting and financial management.
- Knowledge of USAID rules and regulations.
- Experience in working with subrecipients and subawards.
