WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over 20 countries, SI teams, 3,000 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

Solidarités International opened at the end of 2018 to respond to the urgent needs of people displaced by the security crisis initially hitting the Sahel and Center North regions of Burkina Faso. In 2024, Solidarités International’s humanitarian footprint expanded with operations in the Center North, the North, the Sahel and the Boucle du Mouhoun.
In 2024, the country office is made up of coordination in Ouagadougou, 2 field bases, a Grand Nord base in Ouahigouya-North region which covers a sub-base in Kongoussi in the Centre-North, and interventions also in the Loop Mouhoun; as well as a Sahel base in Dori which covers the sub-bases of Djibo and Sebba.
SI has diversified its portfolio of interventions to address both the vital WASH, shelter and food needs of populations recently displaced by the conflict (RRM mechanism and other emergency interventions) and the impact of the conflict on access. �s to public WASH services and livelihoods, also integrating the strengthening of institutions and issues of social cohesion.
Most projects are implemented in consortium with INGOs and on certain projects with local partners
SI is part of several consortia such as: RRM-Frontline (with ACF as lead), NEX’EAU (consortium with GRET & URD – SI lead), Multi-sector Health Nut EHA SAME response integrated into Yagha (PUI lead of the consortium).

DESCRIPTION OF THE OFFER

MAIN OBJECTIVE :

The Country Director is the official representative of Solidarités International. He she :

  • Responsible for the proper functioning of the mission.
  • Proposes, depending on the geopolitical and humanitarian context, the mission strategy and ensures its implementation once validated.
  • Controls and guarantees that projects are carried out in accordance with the Solidarités International charter and in compliance with internal and contractual procedures.
  • Mobilizes the material and financial resources necessary for the proper conduct of programs and supervises their management.
  • Coordinates the teams in place and is the guarantor of their safety on the mission.
    He/she is the direct and privileged contact for the Solidarités International headquarters.

SPECIFIC ISSUES AND CHALLENGES:

  • Strongly degraded political and social context (2 military coups in 2022)
  • Shrinking humanitarian space
  • Drastic deterioration of the security context
  • Dynamic context that continually disrupts the implementation of projects, need for constant adaptation
  • Massive displacement crisis with more than 2M internally displaced people

PRIORITIES FOR THE FIRST 2-3 MONTHS:

Implementation monitoring issues in a context of access constraints and frequent programmatic adaptations; Internal coordination and steering issues requiring commitment and high availability; external representation and advocacy issues to maintain SI’s strong positioning in the humanitarian environment

YOUR PROFILE

DIPLOMA

Master Level

EXPERIENCE :

  • 5 years or more in the humanitarian sector
  • 3-4 years in an equivalent position

TECHNICAL SKILLS

  • Proven experience in managing humanitarian operations in contexts with high security volatility and major access issues
  • Good understanding of the sectors and methods of intervention of Solidarités international in Burkina Faso (EHA, SAME, Shelters, Cash, RRM / Nexus approaches, community participation
  • Experience in strengthening accountability and PSEA procedures and processes

TRANSVERSE SKILLS

  • Excellent management skills
  • Strategic vision, ability to analyze the context and the agenda of the different actors
  • Excellent presentation skills, including clarity, accuracy and fluency in oral and written expression

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 3740 gross per month (3400 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 550

Housing package: from 302,500 to 610,000 FCFA

Family pack:

  • The flight for the spouse and dependents at the start and end of the mission, as well as a return flight to the contractual place of residence for the 6-month break
  • Cargo handling up to 100kg of baggage
  • Visa & residence permit fees for spouse and children. It remains the expatriate’s responsibility to check the expiration dates of these visas and residence permits.
  • A full per diem for the spouse, only if he or she does not have a paid activity and a half per diem per child under 18 years old/ A full per diem per child not in school. (It is your responsibility to keep SI informed of any personal changes of your spouse affecting the payment of this per diem, and failure to do so will be considered a mistake)
  • A contribution to tuition fees in an international school (based on the rates of a French school) of up to 80%, for children present on the mission, aged over 3 and up to the final year of secondary school or equivalent.
  • The insurance covers the spouse and children. This insurance includes health insurance, civil liability, welfare and repatriation insurance.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS :

The city of Ouagadougou is the capital of Burkina Faso and the largest city in the country. Ouagadougou still benefits from leisure opportunities (restaurants, sports and cultural activities) despite increased security vigilance.
Security rules exist on the mission, with certain areas being prohibited. As the political and social situation has been very tense since the 2 coups d’état in 2022, additional restrictions or occasional periods of confinement may be considered.

SECURITY :

Security context in continuous deterioration with strong security and access management issues requiring significant availability and responsiveness. Field travel limited by security constraints.
