The northern regions of Burkina Faso currently face a fragile political and security context, marked in particular by a complex multidimensional crisis. There were just over a million displaced people in the country at the beginning of 2021.

Acted’s mission in Burkina Faso began in 2019 to provide support to populations affected by the security and humanitarian crisis, provide its expertise in rapid response and emergency situations, while strengthening response capacities and coordination between humanitarian and development actors.

Acted Burkina Faso’s interventions are multi-sectoral, flexible and inclusive, with the aim of meeting the urgent needs of populations. From its first interventions, Acted Burkina Faso focuses on the most necessary humanitarian aid: responding to needs in food security, water, hygiene and sanitation (WASH), shelter and essential household items and finally in the coordination and integration of protection. In parallel, and following the evolution of the humanitarian crisis, Acted supports the government in the management of temporary reception sites and informal sites. The REACH initiative allows the entire humanitarian community to strengthen the analysis of humanitarian needs, in particular through a project to monitor the humanitarian situation in 4 regions, the establishment of a multi-sectoral country assessment to support the HNO/HRP 2021 process and territorial assessments.

In the North region, Acted provides assistance in food security and livelihoods, water, hygiene and sanitation, shelter and essential household items. Acted supports the government in the management of the displacement sites of Ouahigouya and Seguenega. The organization plans very soon to support the logistics cluster in the management of a humanitarian warehouse and the sharing of information with partners.

Main role and responsibilities

The Deputy Country Director – Programmes & External Relations is a key senior member of the country management team, who will support and assist the Country Director (CD) in the management and direction of the entire country programme. The Deputy Country Director – Programmes & External Relations is responsible for representing Acted with government authorities, donors, clusters, working groups, UN agencies and other NGOs. He/she develops and elaborates programme profiles in line with Acted’s global, regional and national strategy and ensures funding for their deployment. He/she ensures the progressive, efficient and responsible development of Acted’s activities through strategic positioning and the quality of project implementation.

Main Responsibilities:

1. Positioning and fundraising

  • Context analysis;
  • Development and deployment of the strategy;
  • Networking, positioning and general representation;
  • Relations with donors and development of project proposals;
  • Grant Management;

2. Technical program support and coordination

  • Technical support ;
  • Coordination;

3. Monitoring and Evaluation (Surveys, monitoring/controls, evaluations)

  • MEAL systems;
  • MEAL implementation and management;

Qualifications and skills required

  • Higher education (Master);
  • Writing skills;
  • Experience abroad in management positions for at least 3 years;
  • Knowledge of the area is an asset;
  • Very strong organizational skills;
  • Experience in managing large national and international teams;
  • Experience in project management, particularly with an institutional component;
  • Experience in the field of community participation, the link with local authorities;
  • Management and administration skills;
  • Flexibility, adaptation, resistance to stress;
  • Patience and negotiating spirit, excellent written and oral communication skills.

Terms

  • Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €3,500 and €3,600 net monthly (before income tax)
  • Monthly living expenses allowance $300
  • Accommodation in guesthouse and food provided by Acted
  • Social security, mutual insurance (MSH) and repatriation assistance (SOS International) covered by Acted
  • Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
  • Visa fees covered by Acted
  • R&R every 3 months (airfare covered up to $500 + additional $200 allowance)
  • A week of preparation for departure including 4 days of immersion safety training
  • Possibility of having a 30-minute call with a tax consultant
  • Psychological support (appointment with a professional)
