Business Case Study: objectify the advantages of recruiting disabled workers and measure the impacts (well-being and social, economic, process, creativity, image) in companies that have recruited disabled workers – Senegal and Morocco
Objectives of Business case studies
The general objective of business case studies is to document the inclusive recruitment experiences carried out by partner companies.
Specifically, the business case studies will highlight:
- The conditions which favored the access of people with disabilities to decent jobs in formal businesses;
- Actions (awareness and training), adjustments and rehabilitation carried out within companies to enable disabled people to work on equal terms with their non-disabled colleagues;
- The quality of life at work for disabled workers;
- The benefits of employing disabled people for the company at the level:
- Human resources: access to talent, loyalty, etc. ;
- Internal culture: strengthening diversity, better working atmosphere, ability to innovate;
- Profits: increase in market share and returns/income, access to opportunities (tax, partnership, etc.) etc.
- Their image and/or visibility
- The conditions for replicating experiences with other companies (operating in the same contexts or in other contexts).
Scope of the study and company selection criterion
The business case study constitutes a method of capitalizing on the various inclusive recruitment experiences implemented in the countries of intervention. The deliverables will thus make it possible to better understand areas of change, to popularize good practices while providing keys to allow other companies to begin their own inclusive process.
The Business case study will concern 2 countries of intervention of the project (Senegal and Morocco) . In each country targeted by the study, the project team and the consultant will validate the methodology and select the companies on the basis of the following indicative criteria:
- Legally constituted company operating on the territory or internationally;
- Companies supported by HI since phase 1 will have priority;
- Companies established in the areas concerned by the implementation of the project in the countries chosen for the study;
- Company implementing an inclusive recruitment policy with real consideration of accessibility standards;
- Company with at least 50 permanent employees;
- Presence for at least 1 year (continuously or in successive waves) of disabled workers in the company’s staff;
Based on these criteria, a sample of 3 to 5 companies per country will be selected to participate in the business case study.
Methodology
Based on these indications above, it is up to the consultant to propose a methodology for collecting qualitative data. The working methodology and collection tools (questionnaire and interview guide) will be validated by the sponsor and country project managers before being applied by the consultant.
The information collection methodology will be based on the following steps:
- A documentary review of the project’s and HI’s productions in terms of inclusive employment;
- Interviews with several departments/stakeholders of the selected companies;
- Interviews with people recruited within these companies;
- Focus groups mobilizing employees in contact with people with disabilities in companies.
The number of interviews and focus groups to be organized in each company will be defined in conjunction with the project teams. Indicatively, the organization of at least 7 interviews per company (70) is expected, supplemented by 2 focus groups per company (20).
The consultant will directly lead the exchange sessions with the targeted companies. A trip to each country concerned by the study is therefore necessary. He (she) will be supported by the project teams in making contact with companies.
Duration of the service
The service covered by these terms of reference is planned for a period of 4 months. For the various activities linked to the service as well as the implementation schedule, refer to page 5 of the ToR (available in the link above).
Deliverables
This service is expected to provide an illustrated report of 20 to 25 pages maximum documenting concrete cases of professional integration of disabled people in companies. The study report will be supplemented by the following annexes
- The different types of questionnaires used;
- The themes covered in the focus groups;
- An illustrated summary of 4 pages maximum, highlighting good practices and the positive effects of inclusion according to employers/companies;
Profile and experience of the consultant
HI is looking for a consultant who meets the criteria below:
- Qualifications
- Have a master’s degree in economics, business management, human resources management, CSR or any other equivalent qualification.
- SKILLS
- Have a good knowledge of the integration and inclusive employment sector in Africa, particularly in the project intervention countries;
- Have a good knowledge of how businesses operate;
- Have the ability to work in a multicultural environment;
- Have good analysis, synthesis and writing skills.
- Experiences
- Have at least 5 years’ experience in access to employment and company recruitment policies;
- Have experience in carrying out studies in a multicultural environment.

Submission of offers
The technical offer (in French) will contain the following elements:
- Signed submission letter.
- Proof of registration of the firm or consultant (NINEA, SIRET or other documents).
- Certificate of tax situation (fiscal clearance).
- The CNI or passport copy of the legal representative or agent.
- Presentation of the bidder (updated CV)
- Organization and methodology for implementing the study.
- Explanation of risks and assumptions impacting study execution.
- Overview of the approach proposed for the implementation of the study taking into account travel in the 2 selected countries.
- Calendar, chronology and duration of the proposed activities taking into account the indicative calendar above.
- The General Conditions of Purchase duly completed and signed.
- Good Commercial Practices duly completed and signed.
- The AFD Integrity Declaration duly completed and signed.
- The budget must be detailed by showing:
The financial offer (in Euros) will contain the following elements:
- Fees: all fees must include: the actual remuneration of the consultant, per day of work.
- Air travel between countries, accommodation costs according to HI standards, visa if necessary.
- Communication and reproduction costs.
- The margin, which covers the service provider’s overheads, and support structures if necessary.
The consultant will be paid only based on the amount defined and granted in their contract with HI. No other fees will be paid to the consultant other than those granted on the basis of his financial offer which will have been negotiated and validated. The consultant will not be able to benefit from the benefits of HI employees (transport, meal allowance, computer access, badge or entry key, equipment, etc.).
Payment for the service will be made in several installments, namely:
- 40% upon signing the contract;
- 30% after receipt of the provisional report;
- 30% after validation of the final report.
Principles and values
The evaluation will be conducted in compliance with the ethical rules of Humanity & Inclusion (HI) and its protection policies (links on page 7 of the ToR available in the link above).
The evaluator will respect confidentiality and will not use for his own advantage, or that of others, the data and information collected as part of his mission.
Ethical measures*
As part of each evaluation, HI undertakes to enforce certain ethical measures. Taking these measures into account in the technical offer is imperative:
- Guarantee the safety of participants, partners and teams: the technical offer must explain the risk mitigation measures.
- Ensure an approach centered on the person/community: the technical offer must offer methods adapted to the needs of the target audience (for example tools adapted in the case of an illiterate audience/sign language/materials adapted to children, etc.).
- Obtain the free and informed consent of the participants: the technical offer must explain how the evaluator will obtain the free and informed consent and/or assent of his interlocutors.
- Ensure the security of personal and sensitive data throughout the activity : the technical offer must propose measures for the protection of personal data.
* These measures may be adapted following the inception report.
