POSITION SUMMARY:

Project HOPE is seeking Business Development Manager, Cost and Pricing with proven experience and qualifications to manage Project HOPE’s Proposal responses focused on budgeting but including proposal development and coordination. The BDM Cost and Pricing will support a cross functional development team responsible for preparing a wide range of high quality, multi-year grant proposals. The Manager will be responsible for all cost/price/business proposal development. S/he will work on new bids, converting competitive technical data into competitive strategies and pricing to win new business and may also provide basic support to Finance relating to Contracts/Awards, as needed. The role of the BDM is to contribute to proposal development focusing on budgeting for quality project implementation, maximizing cost recovery, ensuring value for money, and meeting proposal compliance requirements with donor budget and terms.

The position holder is expected to cross function in other business/program development activities which includes tracking business forecast, pre-positioning, partnership management, proposal compliance check, technical write-up, publication and submission of application packages.

PRINCIPAL RESPONSIBILITIES:

Working under the direct supervision of the Director, Global Health Programs Development, and in close cooperation with the Programs Development Team and other departments the BDM Cost and Pricing will:

  • Review RFAs, RFPs, etc. for response requirements, and prepare any clarification questions for the client related to the instructions for the cost/financial/business proposals;
  • Serve as Lead for proposals developed for USAID, CDC, HRSA, and other strategic donors.
  • Works with the Technical Lead to form the Proposal Development Team.
  • Develops the proposal development packet for kick off, including the proposal development calendar; organizes and leads the Kick-off Meeting and all other preparatory meetings
  • Enforces adherence to deadlines.
  • Lead budget preparation with a focus on appropriate costing models, alignment with proposed activity and staffing plans as well as ensuring requisite cost recovery;
  • Articulate and present donor requirements from a compliance perspective from the onset of the proposal development process and advise on implications for implementation;
  • Prepare detailed and accurate cost/price/business proposals, including budgets and budget notes that are compliant with both donor rules and regulations, as well as Project HOPE’s internal policies and procedures;
  • Support Director of Global Health Programs Development to negotiate subcontractor’s budgets;
  • Prepare budget templates and cost proposal packages for proposed sub recipients;
  • Maintain calendar of necessary dates to ensure timely submission of proposals in coordination with the Global Health Programs Development Team;
  • Assist Finance with duties relating to contracts/awards, as needed and as time permits.
  • Support other departments in budget preparation, as needed and as time permits.
  • Responsible for managing, analyzing and determining the essential cost elements needed for each USG proposal submission, in relation to the donor’s requirements, and provides timely and effective analysis and support to CO’s and HQ throughout the proposal development process;
  • Develop, maintain and manage budget/cost templates to assist Project HOPE in proposal submissions and ensures that all relevant forms, representations, certifications, and other forms are understood and included as appropriate;
  • Supervise, manage and supervise field staff in developing public sector cost proposals to ensure cost effectiveness and donor compliance;
  • Provide mentoring, training and coaching to field and HQ financial staff involved in cost proposal development;
  • Work with and oversee field cost proposal development process by ensuring efficient management and coordination as well as appropriate coverage on live and upcoming opportunities as appropriate;
  • Tracking new business development opportunities and collaborate in the pre-positioning work;
  • Coordinate partnership management meetings and design workshops as needed;
  • Managing business development portals and work-stations;
  • Leading or collaborating in compliance check, publication and submission of application packages;
  • Other duties as assigned by Director, Global Health Programs Development

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree: International Business/Studies, Business Administration, Finance, Accounting or a related field. Master’s degree a plus.
  • Minimum 6 years of progressively responsible financial analysis and pricing experience in a government contracting and/or international development contractor or NGO environment, with USAID experience highly preferred. Related experience may include government contracting/compliance, financial analysis, project management, and risk assessment.
  • Full knowledge and solid experience in pricing of various award mechanisms, both contracts (IDIQ, T&M, FFP, CR, and CPFF) and assistance instruments (Cooperative Agreements/grants);
  • Full working knowledge of USAID rules and regulations, including the requirements of 22CFR226, the FAR, the AIDAR, OMB Circulars, and applicable sections of the ADS as they relate to contracts, procurement and grants management;
  • Proven experience and ability to:
    • Negotiate and review proposed sub-awardee budgets; knowledge of cost evaluation techniques, GAAP, and auditing standards to evaluate vendor proposals; and
    • Negotiate salary rates with independent consultants in compliance with USAID personnel compensation policies, including the 1420 biographical datasheets and USAID missions’ Local Compensation Plans (LCP);
  • Effective communication and interpersonal skills especially in regards to donors and program managers in the field;
  • Demonstrated analytical and quantitative skills;
  • Strong verbal and writing skills in English; second language a plus;
  • Attention to detail and ability to multi-task and prioritize;
  • Adaptability and flexibility to work with multiple team members;
  • Ability to communicate with international program, technical and finance staff to gather/verify financial and budget information to ensure quality of proposal budgets;
  • Strong knowledge of Microsoft Excel and experience developing complex but robust budget templates;
  • Understanding of accounting/finance concepts; and
  • Understanding of grants management and/or contracts management a plus.
  • Ability to travel both domestic and international may be required for selected proposal development efforts. Note: Project HOPE employees work in the global health field and may be required to travel or work in countries where working conditions are classified as “hardship”.
