PURPOSE OF THE ROLE

Manage the institutional grants portfolio by researching and identifying local and international funding opportunities, cultivating ongoing relationships with these sources, and formulating funding requests based on the requirements and conditions of the identified sources and Plan International’s standards for fund acquisition.

ROLE Dimensions

  • Member of the Business Development Team and the Country Management Team (CMT).
  • Creates, manages and updates the institutional donor base.
  • Analyzes funding strategies and policy agendas of institutional donors.
  • Coordinates the development of funding requests in accordance with donor guidelines and directives.
  • Builds and maintains relationships (networking) with institutional donors, national offices (NO), Regional Office of the Americas (ROA) and Global Hub (GH).
  • Supports and facilitates the Go/No-Go process for pursuing identified funding opportunities.
  • Leads formulation process for new grant applications.
  • Builds program team capacity in formulating funding requests and managing institutional grants.
  • Coordinate with the program team on fundraising opportunities.
  • Oversees general compliance of donor requirements.

RESPONSABILITIES

Implementation of the institutional fundraising strategy

  • Leads on the design and implementation of the national fundraising strategy, in line with the national and global strategies
  • Analyzes institutional grant opportunities and contribute to the implementation of the strategic plan to maximize revenue (in-kind and monetary).
  • Supports the monitoring of annual fundraising goals with institutional donors.
  • Assures funding targets are achieved.
  • Promotes ongoing dialogue to develop “products and cases” that attract institutional donors.
  • Actively participates in business development team meetings, providing strategic input and contributing to effective decision making.

Identification of funding sources and formulation of bids

  • Leads the process of identifying and securing potential donors and funding opportunities in line with Plan Haiti’s program priorities.
  • Facilitates exchanges between the country office and NOs (foreign Plan International offices) for the identification of funding opportunities and the formulation of unsolicited concept notes.
  • Leads the fundraising proposal formulation process, ensuring quality, timeline, and compliance with donor commitments, coordinating with program staff and relevant teams to ensure that proposals include the necessary technical inputs in line with the country strategy priorities and the national fundraising strategy.
  • Assures cost recovery mechanism are duly included in grants budgets.
  • Meets deadlines to ensure compliance with donors: proposal submission, reporting, visit management, etc.
  • Writes clear, well-structured (Logical Framework Methodology and/or Theory of Change), high quality and compelling proposals in English and French on the cause of children and Plan’s competitive advantage.
  • In collaboration with the technical team, suggests incorporating elements of programmatic innovation as a differentiator and value-added factor in the formulation of funding proposals.
  • Contributes to the drafting of Plan Haiti’s periodic reports for information relevant to the acquisition of funds.
  • Contributes to the collection of qualitative and quantitative data relevant to the formulation of requests for proposals.
  • Support the technical team in formulating Needs Assessments reports

Manage relationships with donors and stakeholders of the global Plan International organisation

  • Liaise with national offices, the global hub and the regional office to position Plan International Haiti’s work, identify funding opportunities and cultivate relationships.
  • Contributes to a well-functioning database of donors and funding opportunities.
  • Represents or support the technical of Plan at meetings, platforms and events that have fundraising potential and makes public presentations using persuasive arguments to attract institutional donors.
  • Contributes relevant content related to the institutional fund portfolio for the website and social media targeting external audiences and institutional donors.
  • Establishes institutional donor acquisition and retention strategies.

Quality and control of institutional grants

  • Be familiar with and strictly adhere to the overall guidelines for the procurement and management of institutional grants.
  • Reviews technical reports (monthly, quarterly, semi-annually and/or annually) to ensure alignment and that projects follow donor requirements, including reporting and budget tracking.
  • Ensures proper monitoring of the institutional portfolio grants for which she/he is responsible.
  • Delivers key donor documents to the implementation team, presents commitments to the donor at the kick-off workshop, maintains the grant portfolio and documents, manages contract amendments and grant extension requests, organizes, and facilitates the grant close-out workshop for lessons learned.
  • Analyzes and reports on progress in managing the funding gap and monitoring indicators of competitiveness in proposal development and institutional grant management.

Development and capacity building

  • Trains grant-funded project coordinators and staff in other functional areas on the guidelines and contractual requirements for successful project implementation.
  • Generates dialogue and learning to ensure program team ownership and mastery of institutional donor terms and requirements.
  • Promotes knowledge management and learning on issues related to monitoring, evaluation, and reporting frameworks for institutional funds.

Disaster risk management

  • Maintains up-to-date funding mechanisms for humanitarian emergencies.
  • Engages regularly with relevant (potential) humanitarian donors and partners.
  • In humanitarian response situations, supports donor identification and develops response proposals.
  • Contributes and participates in the implementation of the DPP (Disaster Preparedness Plan)

  • Ensures that relevant standards and guidelines for implementation of Plan International’s global policies on child and youth protection and gender equality and inclusion are fully integrated, as appropriate to their area of responsibility. This includes ensuring that staff and partners are aware of and understand their responsibilities under these policies and the Plan International Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with appropriate procedures.

EXPERIENCE, KNOWLEDGE, AND TECHNICAL SKILLS

Requirements

  • University degree in social sciences or other relevant careers like business administration, economics, international relations, amongst others
  • At least 5 years of demonstrable experience in similar fundraising-related positions in non-governmental organizations.
  • Advanced knowledge of French, English, and Spanish (an asset) (reading, writing, and speaking).
  • Advanced knowledge of office software such as Excel, Word, PowerPoint, Outlook, etc.
  • Communication skills: to create powerful and impactful written and oral fundraising communications in English and French
  • Knowledge of project cycle/management and logical framework and results framework methodology, with an emphasis on SMART indicators.
  • Proven experience of successful project proposal writing to donors BHA, ECHO, UN (WFP, UNICEF, UNHCR in particular), GAC.
  • Mastery of the donor operating environment in Haiti and strong networking skills
  • Ability to read, analyze, interpret, and produce complex documents in English and French
  • Enterprise spirit: takes initiative and actively seeks to deepen existing donor relationships and forge new ones.
  • Ability to work in a team, handle multiple issues simultaneously and strictly adhere to agree upon deadlines.

Desirable Requirements

  • She/he is familiar with grant writing techniques, which means that she/he is familiar with different institutional donors: European Commission, USAID, IDB, ECHO/DIPECHO, among others.
  • Active listening skills (to capture ideas from programs, partners, participants, etc.)
  • Ability to make persuasive speeches and effective presentations on controversial or complex issues to the CMT and external donors on issues related to the institutional funding portfolio.
  • Accustomed to meeting fundraising goals with quality standards
  • Practice work ethic in institutional fund portfolio management.
  • Proficient in online research and data collection techniques
  • Proficiency in French, English or Haitian Creole
