Business Official, CDC-Funded Enhancing Global Health Security: Strengthening Public Health Surveillance Systems and Preparedness Globally At Project HOPE

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. We are looking for a Business Official to support the CDC RFA- Enhancing Global Health Security: Strengthening Public Health Surveillance Systems and Preparedness Globally CDC-RFA-GH21-2174. This NOFO is intended to support global health security partners to develop or continue the implementation of surveillance activities that focus on protecting and improving public health globally through strategic planning, policy, strengthening surveillance capacities and systems through partnerships.

Business Official (1): The Business Official will provide leadership in comprehensive financial management of the project and support the project compliance functions according to U.S. Government (USG)/CDC regulations and policies. He/she will provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations, provide relevant fiscal information to the project executive management team at Project HOPE. He/she will establish and maintain sound financial management practices and ensure the project’s compliance with Project HOPE and CDC acquisition and agreement procedures, rules, and regulations. Specific responsibilities include managing project financial accounting, monitoring, and reporting systems, producing accurate financial reports to specific deadlines to CDC. Lead, manage and supervise the project team: Finance and Admin Manager, Accountant, Administrative Assistant and Driver/ Logistics.

Primary Responsibilities:

  • Facilitate communication between field programs, management team, and local partners to ensure the needs and reporting requirements of the customer are met.
  • Participate in the project’s financial plan and grant management strategy design.
  • Play a key role in developing and reviewing of various budgets, such as: proposal budgets, workplan and detailed implementation budgets and maintaining adherence to budget for existing contracts.
  • Work on the development of the annual budgets for both internal and external purposes
  • Work with internal and external audit teams to ensure the project’s financial compliance.
  • Ensure compliance with host country laws and regulations that are relevant to or pertain to business operations in the country.

Required Qualifications:

  • Minimum of Bachelor’s degree in Accounting, Economics, Business Administration or other related fields is required. Having a masters is a plus.
  • 7-10 years’ experience
  • Demonstrated experience working with host country government
  • Fluency in English/strong written and spoken English language skills
  • Strong financial management skills and capabilities, and strong analytical skills
  • Experience in providing financial, administrative and operational leadership and management to programs focused on supporting local non-governmental organizations
  • Proficiency with computers, both in word processing and spreadsheet programs, with presentation and report writing capability
  • Able to manage multiple priorities, function as team/project leader, and work with a minimum of supervision and direction
  • Familiarity and understanding of CDC policies and procedures, or those of other donors
  • Ability and willingness to travel extensively throughout the program region

Preferred Qualifications:

  • Significant financial experience in international healthcare or development programs
  • Previous experience with CDC and implementation of surveillance activities that focus on protecting and improving public health globally through strategic planning, policy, strengthening surveillance capacities and systems through partnerships.

  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
