CONTEXT AND OBJECTIVE OF THE POSITION:

Haiti’s Human Development Index (HDI) ranks 163 out of 191 countries in 2022. Rates of extreme poverty and poverty are high and their cause is multidimensional. This poverty is manifested in particular by high illiteracy rates, a life expectancy of 63.29 years in 2017, high infant mortality and significant inequalities between the sexes. A large majority of the population does not have access to basic services such as drinking water, electricity, sanitation and health coverage.

Additionally, Haiti is vulnerable to natural disasters. It is considered the fifth country most exposed to natural disasters. The country has suffered, in less than ten years, more than four major disasters from which the country is still struggling to recover: the earthquake of 2010, tropical storm Isaac and hurricane Sandy in 2012, hurricane Matthew in 2016 , hurricanes Irma and Maria in 2017 and the earthquake of 2021. The country is therefore exposed to earthquakes, the passage of cyclones and also drought waves linked to the El Nino phenomenon (2018).

According to the latest IPC analysis in Haiti, almost 5 million people (nearly half of the population) experience high levels of acute food insecurity, classified in IPC Phase 3 and above, between March and June 2023.

Beyond these factors, food insecurity is driven by the poor performance of the agricultural sector combined with the strong dependence on imported food products (more than half of the food products on the market), particularly for rice (83 %). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures and high inflation rates in recent years. These worrying results are largely linked [1] to the political crisis which has taken hold in the country since July 2018 and which has led it into an economic and social crisis, [2] to an agro-climatic crisis with d Significant pockets of drought in the country causing a significant drop in agricultural production. Additionally, the COVID-19 pandemic has contributed to increased food insecurity. Growing insecurity and the blockage of certain access points to the country, particularly since June 2021 the road leading to the Great South, have worsened food insecurity indicators.

In the fall of 2022, the country endured another 2 months of strong socio-economic turbulence and blockade of most imported goods, but especially fuel, resulting in a de facto paralysis of the entire country with continued and prolonged discussions on inflation, fuel and food availability, health and nutrition.

Thus, the WFP in Haiti has defined its strategy to combat hunger in the Country Strategic Plan (DSP 2019-2023), which includes activities related to emergency food assistance to populations affected by a shock, the implementation place of social safety nets oriented towards nutrition, strengthening the capacities and livelihoods of small producers and their resilience to climate change, and strengthening the capacities of national and local actors to fight hunger. To do this, the WFP reviewed its response strategy developed at the end of 2019 and now intends to assist a greater number of people across the country with assistance in food and monetary transfers intended for vulnerable households in IPC3+ areas, supplemented by activities of malnutrition screening and communication for behavior change in nutrition, hygiene and gender. Furthermore, the PAM’s resilience projects have expanded since 2019 with the obtaining of new sources of long-term funding. WFP also continues to support school-age girls and boys in the school feeding program across countries.

POSITION OBJECTIVES

Under the direct supervision of the National Nutrition Officer for the general supervision of the Nutrition & SBCC Program Policy Officer, carry out specialized tasks in the context of administration and data management in support of nutrition, SBCC and HIV activities in order to contribute to the effective implementation of operations.

RESPONSIBILITIES

  • Provide administrative support for the management of nutrition projects and activities,

SBCC and HIV in accordance with established objectives and WFP policies and procedures.

  • Ensure accurate and timely recording of data relating to nutrition, SBCC and HIV field activities in compliance with WFP standards and guidelines in coordination with focal points in sub-offices and cooperating partners.
  • Consolidate data and assist in analysis and reporting (support needs, resource utilization, program status, performance, etc.) to support operational decision-making.
  • Work and exchange relevant information with internal WFP counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Carry out field supervision of nutrition, HIV and SBCC activities implemented by cooperating partners and ensure compliance with reference protocols, aligning with national and WFP policies.
  • Support the country office in all other related tasks as needed.

DELIVERABLES AT THE END OF THE CONTRACT

  • Nutrition/HIV/SBCC data collected according to the indicators of each project through reference systems and databases.
  • WINGS, ITS, COMET, LESS, SCOPE and FRN nutrition procedures up to date, submitted and/or validated
  • Reports on supervision of field activities carried out by cooperating partners, including WFP recommendations.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education: Hold an undergraduate degree in a relevant discipline (project management, economics and legal sciences, administration/or epidemiology, statistics and similar)

Experience :

  • Have at least 3 (three years) of experience in the field of project administration or data management, particularly health or nutrition.
  • Have experience in the humanitarian field

Knowledge

and skills:

  • Mastery of the main software and computer programs required (notably Office package, Power Bi, Kobo).
  • Strong motivation to exercise the required responsibilities and acquire new skills related to the position.
    • Negotiation and problem-solving skills. – Habit of working in a team with national and international staff (multicultural environment) – Availability for travel within departments.

Languages: Mastery of the French language, knowledge of English is an asset
