ChildFund is seeking a qualitative reporting expert, experienced in protection – children and gender-based violence (GBV), education and livelihoods issues to support ChildFund in carrying out a rapid assessment.
- Objective :
The evaluation will enable ChildFund to design projects/programmes and interventions that ensure children and young people are protected from violence, feel safe and have access to vital protection services and violence prevention processes.
Special attention will be given to vulnerable and socially excluded groups, in line with ChildFund’s Gender, Equality and Social Inclusion (GESI) Participant Selection Guide.
3. Purpose of the Evaluation
1. Document and Generate Community Profiles:
Develop comprehensive profiles describing the affected population and mapping the various protection and basic services available. This will provide ChildFund with a clear understanding of community demographics and existing support systems.
2. Document Protection Issues, Actors and Structures:
Identify and analyse protection challenges, key actors, positive coping mechanisms and protection structures among community residents. This will inform the design of ChildFund’s programme and interventions to ensure they address critical protection needs.
3. Highlighting Gaps in Mainstreaming Protection in Education: Identifying some key gaps in elementary and secondary education.
4. Documenting Livelihood Access Challenges:
Assess the impact of this situation on children and young people.
Main Indicator Categories
• Indicators of Protection and Social Cohesion:
• Community perceptions: Assesses community perceptions regarding safety, security and social cohesion in targeted areas.
• Program Implementation Indicators:
• Quality of service delivery: Measures the effectiveness with which services are delivered to beneficiaries, including feedback mechanisms from the affected population.
• Access and Participation Indicators: Percentage of school-age children enrolled in formal and non-formal education, disaggregated by sex (girls versus boys), as well as attendance/dropout rates.
• Indicators on the Quality and Impact of Education: Pupil/teacher ratio, percentage of trained teachers, availability of teaching materials, number of schools affected by the conflict (damaged, closed or hosting displaced children).
• Livelihoods Indicator: Capture the severity of economic stress and its impact on households’ ability to meet their basic needs.
Methodology: The evaluation will use a Participatory Action Research (PAR) methodology, using a variety of qualitative methods to ensure comprehensive data collection and community involvement. These methods include:
Interviews: In-depth interviews will be conducted with beneficiaries and key stakeholders to gather detailed personal testimonies.
• Focus Group Discussions (FGD): Group discussions will be facilitated to explore collective perspectives on program effectiveness, community needs and challenges.
• Observations: Observations of program activities will be carried out to assess how the initiatives are received.
• Document Review: A thorough analysis of existing documents will be conducted to provide additional context.
The consultant will collect data in [Insert Number] communities using the following tools to design the evaluation:
• Community Profile Questionnaire
• Sampling Guide for Participant Selection with specific emphasis on the inclusion of GESI populations.
• A community toolkit on child protection may be used by the consultant.
Geographic Field
The evaluation will be carried out in 3 countries. More precisely in sample communities (villages) spread over 4 regions per country in Mali, Burkina Faso and Niger. See list of communities in appendix.
Target Group
The assessment will focus on unaccompanied or separated minors, refugees, internally displaced persons, migrants and other vulnerable groups identified in these localities. Thus, the consultant must have strong relationships with civil society actors in this area to support the selection process and mobilize participants.
