Call for Consultant – Baseline Survey for EU POWER- Promotion of Women through Economic Empowerment and Rights Project At World Vision

1. Project background

The power project is a European Union-funded project focused on supporting women and vulnerable people in all their diversity to fully enjoy and exercise their equal economic, labour, and social rights in Timor-Leste. It aims to contribute to Sustainable Development Goal (SDG) 5, focused on gender equality, and feed into SDGs 1-11, 13, 16, and 17 through project activities to provide people with equal opportunities and access to assets, services, and economic activities, which will increase their access to goods, services, and information leading to improved livelihoods.

This project will be supported by World Vision Australia as the project lead, WV Timor-Leste as the in-country coordinator and co-applicant, and Fundacao Esperansa Enclave Oecusse (FEEO) and Fokupers as co-applicants, working across Oecusse and Covalima municipalities. This project is expected to be implemented within 36 months to achieve the following outcomes:

Outcome 1: To increase household, community, and local leadership support towards the equal and balanced participation of women and men in economic activities.

Outcome 2: To increase women’s skills, access to financial services, market information, and business relationships needed to grow their businesses and livelihoods

Outcome 3: To galvanize multi-stakeholder partnerships that celebrate women’s economic empowerment, as well as promote and address constraints facing women-led enterprises, employment, and livelihoods, at the community and national level

2. Objective.

The baseline result will be used to measure the change and the impact of this program on the targeted community. The baseline will be carried out in 7 target sucos (villages) and 33 aldeias (sub-villages) in four administration posts across Covalima and Oecusse municipalities. The primary objective of the baseline is to:

  • Establish baseline values to facilitate the setting of realistic project targets and the periodic measurement of accomplishments to enable the comparison with the final evaluation.
  • Complete the Indicator Tracking Table (ITT) and facilitate the reflection on project design.
  • Help inform the M&E strategy

3. Scope of Work

  • Provide inception plan (also called evaluation plan) that includes the sampling strategy; methodology and schedule; and tools for the collection of quantitative data in Word & digitized format
  • Training of enumerators (workshop + field testing)
  • Translate tools in English and the local language (support can be provided by a consultant with translation)
  • List the level of effort per member of the evaluation team indicating field and desk work.
  • Regular (daily) share raw quantitative survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team)
  • Clean evaluation survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team)
  • Transcripts of qualitative interviews
  • Qualitative Analysis Framework that summarizes the content and findings from FGDs and KIIs
  • Fact sheet displaying indicators
  • Clear syntax/calculation method for indicators
  • Draft narrative report (a template and guidance will be provided)
  • The facilitation of a workshop, with PowerPoint presentation on key findings.
  • A final report that reflects comments and feedback provided by WVA, WVTL, and the project team.

4. Qualifications of the evaluation consulting team/individual

Required

  • Academic qualification in international development, evaluation, social sciences, statistics and other related fields
  • Strong experience in applying gender-inclusive approaches in project evaluations, including gender sensitive-data collection
  • Strong experience in designing surveys, quantitative data collection, and statistical analysis
  • Strong experience in qualitative data collection and analysis
  • Strong experience in training enumerators and quality control
  • Strong experience in presentation of findings and facilitation of workshops
  • Excellent spoken and written skills in English

Preferred

  • Experience with iMSD, Women’s Economic Empowerment, Financial Inclusion, gender transformative programming
  • Experience working in the Pacific Islands and/or in Timor Leste
  • Able to lead the process in person
  • Experience working for other institutional donors
  • Fluency in Tetum
