Development of Youth Leadership Training Module

INTRODUCTION

In its projects of Australia Humanitarian Partnership (AHP) Phase 1 and Climate Resilience for All (CR4ALL), World Vision Timor Leste (WVTL) has been working with youth and training them in disaster risk reduction. In AHP Phase II and the third year of CR4ALL implementation, WVTL would like to do more intensive capacity strengthening for the youth, by providing more foundational training so that they will be able to work in a team and be able to convey their ideas, opinions, and arguments based on analytic thinking. This training is aimed to be inclusive, targeting youth aged between 15-22, regardless of their gender, religion, and disability. Therefore, WVTL is looking for a consultant to develop a training module, consisting of session plans and materials for this purpose.

About the Project

Climate Resilience for All (CR4ALL) is implemented in 3 Municipalities: Aileu (7 sucos), Baucau (7 sucos), and Manatuto (1 suco), targeting in total of 15 sucos/villages. The project aims to improve families’ and communities’ resilience to the impacts of climate change. Starting in November 2020, this project is entering its third year of implementation, and it will end in June 2025. In the remaining years, WVTL would like to more intensively empower the youth groups in the targeted sucos, to be able to facilitate the community’s activities, bring more innovation to their villages, and become stronger advocates for issues that matter to the communities.

Integrated Community Owned Resilience (ICORe) is an expansion of CR4ALL in one suco: Cribas. The activities are more focused on increasing nutrition and climate adaptive agriculture. The roles of the youth in this project are the same as CR4ALL.

Australia Humanitarian Partnership (AHP) Disaster Ready Project is about to complete Phase I in September 2022 and start its second phase in another 5 years. The focus of AHP DRP is on building community’s resilience against the hazards, especially the climatic hazards, that the communities are facing. Similar to CR4ALL, the youth groups are expected to lead more in the second phase. In AHP, they are expected not only to be able to talk to the older leaders and the wider community in their groups, but also to facilitate school children for better preparedness against disaster events.

Objectives

The objective of the assignment is to develop the youth leadership training module, through drafting and testing it out at least once.

The objectives of the training module, is to provide the youth participants, aged between 15-25 with the following ability:

  1. To know oneself
  2. To understand others
  3. To be able to work in a team
  4. To be able to communicate and advocate effectively

Key Outputs

The outputs of the assignment are:

  1. Draft the training module in consultation with WVTL team.
  2. Pilot/test in one training,
  3. Finalize the training module, consisting of facilitators’ and participants’ handbooks.

The training will be designed for 3-4-day training. To achieve the objectives of the training, the training is proposed to cover the following main topics:

1. Understanding myself – To understand my personality, inclination, coping mechanism

2. Understanding others – To understand that other people may have different personalities and they have their own preferences and inclinations.

3. Working as a Team – The purpose of working in a team, regardless the different personalities, to achieve one goal.

How to manage differences and overcome conflicts

4. Effective communication – Active Listening, Analytical skill, and Building a clear statement/sentences, and arguments/rationale

Additional topics may be proposed with the condition that training will not go beyond 4 days, and have an added value to achieve the objectives of the training.

Methodology

While the training module needs to be generic, it should also take into consideration the contexts in which the targeted youth groups live to address their challenges and enhance their opportunities for growth and become leaders.

The proposed methodology should include:

  1. Scoping of the socio-cultural context, as well as the adolescent phase of the targeted youth groups.
  2. Proposed topics, key activities and the intended competencies.
  3. Facilitation techniques and approaches.

Timeline

The starting date of the consultancy is expected to be in the third week of October and the final version is expected to be received by the end of November 2022.

Responsibilities of the Consultant

  1. Conduct interviews with relevant WVTL’s staff to understand the expectations of the assignment and do a context analysis for the youth growth in CR4ALL & AHP project areas.
  2. Draft the module, both facilitators’ and participants’ handbooks. Develop data collection tools and provide an orientation to WVTL staff to utilize these effectively.
  3. Present to WVTL to get the feedback and revise the module accordingly.
  4. Develop facilitators’ handbook and the materials/handouts/handbook for participants.
  5. Testing the training in a select youth group in WVTL’s area programme.
  6. Organise the feedback from the youth and WVTL’s staff.
  7. Finalise the module.

Responsibilities of World Vision Timor Leste

  1. Provide the context and clear objectives of the assignment,
  2. Conduct a review of and provide timely feedback and approval of all draft deliverables.
  3. Organise the piloting training in one of the target areas.
  4. Support consultant with accommodation and transport booking in Timor Leste, if needed.
  5. Provide basic translation services, such as translation of KII documents.
  6. Allocate an interpreter to conduct KII or FGD if needed.
  7. Provide WVTL staff to conduct KIIs.
  8. Identify necessary people to be involved with reviews and presentations.
  9. Provide a list of recommended key informants.

Qualification Requirements

  1. The applicant can be an individual or organization with at least 5 years of experiences in youth leadership and accompaniment to young people,
  2. Understanding of Timor Leste context,
  3. A proven sound knowledge and skills in facilitating and work with adolescents of various cultures,
  4. Experiences of working with youth in digital technology or creative media are preferred,
  5. Fluency in Tetum will be an advantage,
  6. Familiarity with World Vision models and approaches to programming would be an advantage,
  7. Competitive financial proposal.

Proposal Submission

Any interested applicant should submit their technical and financial proposals to World Vision Timor-Leste and should include:

  • understanding of the terms of reference and how to address the needs of the target groups within the scope of the consultancy, with proposed methodology, and a time schedule for the assignment (should not exceed 10 pages);
  • the profile/ CV of the consultant which clearly demonstrates experience and qualification to carry out the assignment. If the consultant plans to engage any team members, their profiles/CVs should be submitted as well;
  • a detailed breakdown of indicative professional fees and costs;
  • a sample of the consultant’s work in the past, preferably a similar type of module;
  • contact details for three (3) professional referees who we can contact for quality assurance of the consultant’s work.
