Call for Interest Consultant – Cross-Sectoral Adolescents & Youth Assessment in Timor-Leste At World Vision

Term of Reference

World Vision Timor-Leste (WVTL) is inviting qualified and experienced consultants to apply for an exciting opportunity to contribute to our Cross-Sectoral Adolescents & Youth Assessment. This assessment aims to conduct a comprehensive analysis intended to inform the direction of WVTL’s future programming, focused on adolescents and youth.

Project Overview:

The assessment includes planning, fieldwork, data analysis, and reporting phases. It encompasses ethical considerations, reporting deliverables, and an evaluation/quality assurance component.

PURPOSE & OBJECTIVES

The purpose of the cross-sectoral youth assessment is to gain insights, evidence, and learnings and identify tools and resources that are required to successfully implement a high-quality, impactful, contextualized, and sustainable youth program in Timor-Leste; a program tailored to reach, engage, and empower the most vulnerable youth in disaster-prone, climate affected areas towards greater resilience. This cross-sectoral youth assessment will provide a detailed understanding of the drivers that motivate youth and identify the obstacles or constraints that undermine youths’ contributions to Timor-Leste’s political, economic, and social well-being in a meaningful way, particularly in disaster-prone, climate-affected areas of the country. This study also highlights opportunities to guide youth programming toward a more strategic and meaningful engagement of Timorese youth, who themselves are empowered to identify and prioritize challenges and propose innovative solutions to the country’s democratic development and economic growth. The results of this youth assessment will inform the World Vision Timor-Leste’s Country Programme for Adolescent and Youth Programming and the design of future initiatives and projects.

Consultant Requirements:

  1. Proven experience in cross-sectoral assessments, preferably in the context of youth and adolescent programs.
  2. Expertise in qualitative and quantitative data analysis methodologies.
  3. Familiarity with ethical considerations in research, especially concerning informed consent, confidentiality, cultural sensitivities, and protection of vulnerable groups.
  4. Strong presentation skills for reporting findings to internal and external stakeholders.

Appreciation Criteria:

  1. Experienced in conducting similar assessments with a track record of delivering high-quality results.
  2. Committed to ethical standards in research, ensuring participant well-being and data integrity.
  3. Ability to work collaboratively with diverse stakeholders, including government bodies, NGOs, and community representatives.
  4. Proven capability in producing comprehensive reports and presentations.
  5. High-quality proposal, with a robust design and sampling method that incorporates quality control mechanisms.
  6. Highly skilled and experienced technical team with a clear division of roles.
  7. Clear work plan and timeline for tasks.
  8. Extensive experience in conducting similar types of work, with the ability to share the last two relevant study reports as evidence.
  9. Local or International are eligible to apply.
  10. Consultant should be in-country.
  11. Fluency in English – could speak Tetum is an asset
  12. Written confirmation of availability during the indicated timeframe
