Call for Interest Consultant – to develop a Standard Operational Process (SoP) for Cash and Voucher Assistance (CVA) At World Vision

Term of Reference

World Vision Timor-Leste (WVTL) is inviting qualified and experienced consultants to apply for an exciting opportunity to contribute to our Development of Standard Operational Procedure (SoP) for Cash and Voucher Assistance (CVA). This consultancy aims to draft, test, and train the staff on the SoP of Cash and voucher for World Vision Timor Leste to contribute to the WV country strategy and to inform the direction of WVTL’s future programming, focused on Cash and Voucher modality.

Project Overview:

Climate change in Timor Leste manifests in hydrometeorological hazards, such as drought, floods, and landslides. Being a small island country the supply chain in emergencies can be very challenging. The country has limited rice and food production; as mentioned previously, it has been affected by weather anomalies. Landslides can block the supply to the community and disrupt the market system

The consultancy includes an assessment of the Local financial service provider in the WVTL Operational area including planning, fieldwork, data analysis, and reporting phases. It encompasses ethical considerations, reporting deliverables, and an evaluation/quality assurance component.

PURPOSE & OBJECTIVES

Therefore, World Vision Timor Leste, through the Australian Humanitarian Partnership Phase AA trial and EL Nino preparatory projects has proposed several initiatives to do some preparatory work and anticipatory actions to address the issues. This Terms of Reference (TOR) has two-pronged objectives:

1) to make the community aware and prepare for weather anomalies;

2) to help World Vision Timor Leste prepare to respond to hydrometeorological crises through the use of Cash and Voucher Programming (CVP).

The purpose of the consultancy in drafting the SoP for Cash and Voucher is to help World Vision Timor Leste have a contextualized Standard Operational Procedure in place that aligns with Timor Leste laws & regulations. The consultant will conduct the assessment of the Local financial service providers, Timor Leste Government relevant to Cash and Vouchers, and other stakeholders at all levels in World Vision Timor Leste Operational Area. The consultant will test and train World Vision staff regarding the new SoP.

Scope of Work

This TOR aims to recruit a consultant, to help develop community awareness through community radio, and to draft the CVP SOP that becomes the basis of the NDMT and staff capacity strengthening. The timeline for the consultancy will be from March 26th, 2024 – April 30th, 2024.

Activities:

  1. Together with the assigned WVTL staff, develop the awareness-raising sessions for Climate Change and hydrometeorological hazard impacts on the community.
  2. To co-draft and contextualize CVP Standard Operational Procedure that aligns with Timor Leste laws & regulations, with WVTL staff.
  3. To Support testing and implementation of CVP SOP in Covalima and Bobonaro, through staff training and Market Analysis in Maliana and Covalima.
  4. To develop messages on Drought communication.

Consultant Requirements:

  1. Proven experience in Cash and Voucher experience, preferably in the context of SoP development
  2. Expertise in qualitative and quantitative data analysis methodologies.
  3. Familiarity with the Timor Leste Government Financial law and Service financial providers in Timor Leste
  4. Strong presentation skills for reporting findings to internal and external stakeholders.
  5. Experience in Cash Working Group

Appreciation Criteria:

  1. Experienced in drafting and developing the SoP for Cash and Voucher
  2. Committed to ethical standards in research, ensuring participant well-being and data integrity.
  3. Ability to work collaboratively with diverse stakeholders, including government bodies, financial service providers, NGOs, and community representatives.
  4. Proven capability in producing comprehensive reports and presentations.
  5. High-quality SoP drafting, with a robust design and sampling method that incorporates quality control mechanisms.
  6. Highly skilled and experienced technical team with a clear division of roles.
  7. Clear work plan and timeline for tasks.
  8. Extensive experience in conducting similar types of work, with the ability to share the last two relevant study reports as evidence.
  9. Local or International
  10. Consultancy 30% remote and 70% in the country.
  11. Fluency in English – could speak Tetum is an asset
  12. Written confirmation of availability during the indicated timeframe
