Call for tenders: Conflict-sensitive gender analysis (Burkina Faso, Senegal) for RECOUVRER 2 programAt Caritas Austria

Caritas Austria is an international NGO that implements activities in the areas of emergency aid and rehabilitation, as well as development cooperation, in countries affected by conflicts or natural disasters. See also www.caritas.at

Currently, Caritas Austria is looking for gender expert(s) to carry out a conflict-sensitive gender analysis for the RECOUVRER 2 program , implemented in the countries Burkina Faso and Senegal . The program is co-financed by the Austrian Development Cooperation Agency (ADA) and own contributions from Caritas Austria and its consortium partners.

We therefore invite you to submit an offer for carrying out the gender analysis for the program.

Program title: RECOVER – Strengthening the resilience of vulnerable people in West Africa to cope with various crises and their consequences (Phase 2)

The RECOUVRER II consortium program is implemented for a period of 26 months by seven Austrian development cooperation organizations (Caritas Austria, HOPE’87, Horizont3000, ICEP, Jugend eine Welt, Light for the World, Austrian Red Cross) with their partner organizations in Burkina Faso and Senegal and constitutes a phase of consolidation of the actions carried out within the framework of RECOUVRER I. The program aims to strengthen the resilience of particularly vulnerable population groups in Burkina Faso and Senegal, this new phase of the program integrates short- and long-term resilience measures, with a focus on gender, intersectionality and conflict and peace sensitivity.

Overall objective : contribute to mitigating the social and economic impact of natural and man-made disasters in Burkina Faso and Senegal.

Project objective: Strengthen the resilience of vulnerable groups, particularly women and people with disabilities, affected by multiple crises (security crisis, climate crisis).

OBJECTIVES OF GENDER ANALYSIS

The main objective of the conflict-sensitive gender analysis is to provide information and make recommendations to the program team on how to address gender gaps, inequalities, as well as needs, constraints and opportunities for women/girls and men/boys in all their diversity in Burkina Faso (Regions of Center, Center-East, Center-West, Center-North, Hauts Bassins, Sahel) and in Senegal (Regions of Kaffrine, Tambacounda , Kolda). The analysis should also help the team understand the root causes of inequalities by defining the social, cultural, political and economic factors that perpetuate them; it should also contextualize the impact on program outcomes and make recommendations to address them. .

The results of the conflict-sensitive gender analysis will be used to support the team in:

  • understand power dynamics between genders and includes other categories (age, disability, etc.) and their impact on relationships between and among women and men, including issues of security and protection,
  • develop more gender-sensitive strategies to reach the most vulnerable, in particular women and households headed by women, and people with disabilities (PSH),
  • define opportunities to combat gender inequalities and stereotypes while guaranteeing the safety and protection of all,
  • identify solutions to address and overcome gender-related barriers that influence women’s ability to access and control resources and their decision-making,
  • improve the impact, efficiency and effectiveness of the project by taking into account a gender and intersectionality perspective,
  • define mitigation strategies to avoid potential negative impacts of project implementation and strategies and ensure alignment with the project’s “do no harm” policy.

SCOPE AND AXIS OF WORK

Gender analysis should focus on inequalities between men/boys and women/girls in all their diversity in the sectors of the specific program context in order to inform different implementing partners on how to address effectively address inequality between men and women in the specific context of their sub-project. The different areas of the program that should be covered are the areas of:

Burkina Faso (LOT 1)

  • WASH/health
  • Food Security & Income Generating Activities (IGA)
  • Professional education
  • Protection (e.g. against gender-based violence-GBV).

Senegal (LOT 2)

  • Food Security & Income Generating Activities (IGA)
  • Protection (e.g. against gender-based violence-GBV).

The analysis of inequalities in the respective sectors must be considered particularly from the point of view of possible conflict situations .
