[CALL FOR TENDERS] Design and implementation of training on “Data protection in humanitarian action”

Terms of reference

VENRO is the association of German humanitarian and development NGOs with around 140 member organisations. In order to improve the quality of the programmes of German humanitarian NGOs, VENRO and Ruhr-University Bochum offer several trainings related to humanitarian topics in a joint project funded by the German Federal Foreign Office.

We plan to engage external service providers for the design and implementation of a training on data protection in humanitarian action. After the training, participants will have the chance to take part in individual online coachings with the trainer(s).

Background

The protection of personal data contributes essentially to the safety and dignity of people affected by conflict or catastrophes. Humanitarian agencies working in those contexts have to ensure secure collection, usage and transfer of sensitive data during their activities. This is a huge challenge for many organisations.

Training: Data protection in humanitarian action

Venue and date: city in Germany, January or February 2022, 2 days

In case the Covid-19 pandemic situation does not allow face-to-face trainings and/or due to related travel restrictions, the seminar will be conducted online. The two days can be divided into several online sessions.

Date and timeframe will be coordinated with VENRO.

Target group: Up to 20 experienced German humanitarian NGO staff who are responsible for the implementation of humanitarian projects and/or data protection within their organisations.

Objectives of the seminar:

a) Participants know risks that emerge during the collection of personal data in humanitarian projects

b) Participants develop a good understanding of data protection principles and responsible data management

c) Participants learn how to protect personal data in their humanitarian projects

Possible guiding questions:

a) Which risks emerge during the collection of personal data in humanitarian projects?

b) How can those risks be assessed during the humanitarian project cycle?

c) How can those risks be mitigated?

d) What are legal obligations? What role does GDPR play? What role do counter-terrorism measures play (e.g. beneficiary screenings)?

e) How are personal data being collected, stored, transferred and protected?

f) What are practical tools that NGOs can use to improve data security?

2. Telephone/online coachings

Venue and date: by telephone or online, in total max. ten hours

Objectives of the coachings:

a. Participants will be supported to implement the knowledge gained through the training in their own organisations and in collaboration with their partner organisations.

b. Knowledge from trainings will be incorporated in institutional processes of the organisations.

The telephone/online coachings will take place as required after the training. After the training, participants contact VENRO if they are in need of coachings.

Outputs

The following services have to be provided within this contract:

1) Design: Conceptual design of the training for 20 participants of German humanitarian NGOs. Preparation of a schedule including contents, methods and targets of the training sections. The schedule should contain interactive expert inputs and exchange between participants. Methodological variety and working on practical examples and case studies is desired. The logistical preparation including workshop room/online platform booking, catering and invitation management will be taken over by VENRO.

2) Moderation: Moderation of the training and realisation of coachings.

3) Documentation: Writing of a short documentation (max. 5 pages) that summarises the contents and discussions of the training.

4) Coachings: Contacting interested organisations. Writing a short summary of the coaching that will be sent to VENRO after the coaching.

All outputs will be provided in close coordination with the responsible VENRO policy advisor Karoline Krähling. Ongoing feedback loops regarding training design and moderation are part of the assignment and will not be compensated additionally.

Travel costs of the assigned consultant will be paid for by VENRO. The consultant is obliged to adhere to the rules and regulations regarding travel as outlined by VENRO. The latter will be provided at the commence of the assignment.

2) The expiry date for offer submission is 10 October 2021.

3) The offer should include the costs and working days for the above listed outputs 1), 2) and 3) as well as costs per hour for the 4) telephone coachings. Prices should be specified without as well as including taxes.

4) The offer should additionally include an agenda of the training with an overview of the single training elements and goals (max. 2 DIN A 4 pages).

5) Please also submit your CV/the CV of the trainer(s) incl. relevant work experiences.

6) Please include possible dates for the conduction of the training.

7) The decision upon the assignment will be made based on a) fees (50%), b) quality of the offer (objectives, feasibility, variety of methods) (40%) and experience (10%).
