Call for Tenders for the Procurement of Data Collection Services in Niger for the Millennium Challenge Corporation (MCC) Climate Resilient Agriculture Activity Assessment (CRA Activity)

Social Impact (SI) is currently seeking a local or regional subcontractor to collect quantitative and qualitative data in Niger as part of the Millennium Challenge Corporation (MCC)-funded final evaluation of the MCC Niger Compact Climate Resilient Agriculture activity. The Request for Proposals (RFP) outlines the details required to submit a proposal for consideration.

Context of the project :

The Government of Niger (GoN) and the Millennium Challenge Corporation (MCC) signed a Compact Agreement in July 2016 to provide grants to strengthen the agricultural sector in Niger through improved water availability and market access. The five-year Compact entered into force in January 2018 and was recently concluded in May 2024. The Climate Resilient Agriculture Activity (CRA Activity) is a sub-component of the Compact composed of the Integrated Climate Resilient Investment Plans (ICRIP) Sub-Activity and the CRA Grant Facility Sub-Activity. The CRA Activity aims to sustainably increase agricultural productivity and incomes in eligible municipalities by strengthening the resilience of farmers and agro-pastoralists to adverse climate impacts. The CRA activity in Niger was implemented in 16 municipalities spread across 4 regions, namely Dosso, Maradi, Tahoua and Tillabéry.

Social Impact (SI) is an international development management consulting firm located in the Washington, DC area. Its mission is to improve the effectiveness of international development programs to improve people’s lives. SI is conducting an independent evaluation of the CRA activity implemented under the Compact and will evaluate the Grant Facility Sub-Activity and the ICRIP Sub-Activity. SI is seeking the services of a data collection firm to support the field collection of quantitative and qualitative data for the final performance evaluation. SI anticipates awarding the subcontract in late August, with interviewer training to occur in early October, and field data collection in mid-October and early November. Additional details regarding the requested data collection services are available in the Request for Proposals.

Proposal deadlines and additional information:

Applicants must submit a complete application to the SI contacts specified in the RFP by August 12, 2024 at 5:00 p.m. EDT (GMT -4). Proposals should be well written in English or French, easy to read, follow the instructions provided, and contain only the information requested. Questions should be submitted by email to the SI contacts specified in the RFP by July 16, 2024 at 5:00 p.m. EDT (GMT -4). No questions will be processed if received by any means other than the specified email address. The RFP number should be included in the subject line.

The award will be made to the responsible applicant whose application best meets the requirements of the Request for Proposals and the selection criteria contained therein. The issuance of this Request for Proposals does not constitute a commitment by SI to award an award, nor does it commit SI to pay any costs incurred in preparing and submitting an application. SI reserves the right to reject any application received.
