Cambodia Country Representative / Training Centre Director At Passerelles Numériques

Passerelles Numériques (PN) is a non-profit organization dedicated to enabling highly disadvantaged youths, through their abilities and their commitment, to access education and technical and vocational training in the sector of Information Technology. We work to build strong employability which will allow them and their families to escape poverty in a sustainable way, and contribute to the social and economic development of their countries.

Established in Cambodia, the Philippines, Vietnam, and Cambodia, Passerelles Numériques currently trains more than 600 students and employs around 100 people based in these three countries including a small team in France. Since 2005, PN has produced more than 2 600 graduates.

Passerelles Numériques Cambodia was the first project to be launched in 2005, in Phnom Penh. PNC offers two IT training programs in System and Network Administration (SNA) and Web Programming (WEP), based on a holistic educative approach including technical and soft skills, and a personal development program.

In addition to our training program, we are also working other projects including NomadLab. Nomadlab is our solution toward the digital divide issues in Cambodia by giving youth the access to digital tools with an offline solution to rural communities to support their digital literacy, digital skills development and their scholar education.

MISSION

The Country Representative ensures that the mission, the team work and the organisation’s values are upheld and transferred to each staff member and student. S/he creates a shared vision among all staff.

S/he is the main representative for PN in Cambodia and as such is responsible for ensuring that the organisation remains accountable to the standards and expectations of donors, government authorities, and the local communities.

DUTIES AND RESPONSIBILITIES

Reporting to the Executive Director, the Country Representative will be in charge of the following:

Knowledge Management

  • Maintain strong awareness and accurate local knowledge regarding the organisation’s field of action (social challenges, development level, employability stakes, business ecosystem,…)
  • Keep current updates about the ecosystem in the country: demographics data, education and digital access, poverty level, security level and main actors in the same sector as PN…
  • Assess the local social trends and challenges related to youth employability, and identify needs
  • Collaborate with other internal and external development partners to identify and/or share relevant practices.

Strategic Country Program Development and Planning

  • Contribute to the strategy development of the association
  • Ensure that the in-country strategy is well aligned and contributes to PN’s global strategy, and is implemented with a locally-relevant approach
  • Develop accurate solutions and collaborations to serve the organization’s mission in Cambodia.

Country Program Management and Oversight

  • Manage operations in Cambodia in accordance with internal policies and with all local legal rules and requirements
  • Manage and ensure the completion of high quality, results-based programs (based on the logic frame)
  • Organise accurate monitoring and evaluation of the mission and activities
  • Ensure all operational activities are of high quality (including the operation definition and implementation of operation process)

People Leadership & Management

  • Lead by role modeling self-awareness to foster an environment of mutual respect, diversity and inclusion so that all team members are included, supported and can thrive.
  • Create a culture of accountability for highly effective communication systems and relationships to ensure every voice matters.
  • Recruit, manage, motivate, and onboard an informed, skilled and efficient team with an emphasis on high quality impact, inclusion and achievement.
  • Encourage a team culture of growth, learning, creativity and innovation by incorporating a culture of continuous feedback, development and performance management.
  • Ensure people- focused human resource systems are in place and consistent with PNs policies, including job descriptions, team member onboarding, performance management, professional development plans and reporting mechanisms.
  • Act and behave as an ambassador, a facilitator, and a role model to promote the organisation’s values.

Representation, Advocacy, Fundraising and Partnerships Development

  • Represent the organisation, mission, and values in Cambodia, to all our stakeholders and prospects, with support from the External Relations Team
  • Advocate on behalf of PN to help raise awareness and stimulate action to advance youth employability and digital inclusion
  • In accordance with the strategy, envision and develop meaningful partnerships to serve, expand and/or fund the mission
  • Maintain and develop positive and collaborative relationships with donors
  • Ensure regular, rigorous monitoring, notably to deliver appropriate reports for partners
  • Develop the local fundraising as well as seek funding from donors (corporate and foundation with interests in the country) located outside the country
  • Collaborate with the Global fundraising director and ERO manager to ensure yearly fundraising objectives are met
  • Regularly share with the Global communication manager, in coordination with the ERO manager, any relevant news or events taking place at the center.

Financial Management & Administration

  • Manage budget within approved spending levels (budget validated by the Board of directors)
  • Monitor budget follow up by following established procedures and close monitoring of expenditures
  • Prepare the operational budgets with all managers and report financial metrics as defined
  • Validate financial reports as required by the accounting procedures and by the Cambodian government
  • Oversee and direct the appropriate use and management of financial, logistical and other resources in the mission in line with the internal policies and donors’ requirements.

Logistics & Risk Management

  • Ensure that staff and beneficiaries operate and live in a safe environment
  • Oversee organisational insurance policies
  • Ensure health and safety procedures are known and followed
  • Implement and assist in the development, review and maintenance of various policies regarding health, safety, security and environmental matter
  • Anticipate and inform management about risks and solutions.

SKILLS AND EXPERIENCE

EDUCATION

    • Master degree or equivalent in a relevant development or social-science related discipline (Education, Training, Economics, Social Work, Project Management).

PROFESSIONAL EXPERIENCE

Demonstrated Experience in one or several following field(s):

    • Leadership and team management – Project management and strategy implementation – Vocational (TVET) programs for Youth Employability and/or international digital inclusiveness programs – Social Organizations (NGOs, Social Businesses, Social Entrepreneurship) – Relationships and partnerships building (Corporate, Institutions…) – Grants and donors’ management – HR & Finance

SKILLS
