Cambodia – Liaison Officer M/W At La Chaîne de l’Espoir

ABOUT LA CHAÎNE DE L’ESPOIR :

La Chaîne de l’Espoir (CDE) is a French non-for-profit association founded by Professor Alain Deloche in 1994 and currently chaired by Doctor Eric Cheysson. This international aid association is independent and impartial. It works in situations of poverty and exclusion, conflict and disaster. La Chaîne de l’Espoir was formed by a network of medical and surgical expertise. As a key player in the health sector, it is committed to providing medical treatment and education to children who need it most. It also supports the health systems in the countries in which it intervenes, by building and equipping structures adapted to the local context.

CDE in South East Asia:

La Chaîne de l’espoir has been working in South East Asia since the late 90s. It helped building the Institut du Coeur in Ho Chi Minh and the Cardiology Centre of Calmette Hospital in Phnom Penh. La Chaîne de l’espoir helped providing medical support, training and access to the most vulnerable populations in Southeast Asia.

The organization is implementing following programmes:

In Cambodia (Phnom Penh and Siem Reap) to train and support the medical, paramedical and technical teams through short- and long-term volunteer missions.
In Vietnam, to provide free surgical treatment in different hospitals of Ho Chi Minh and social care for the most vulnerable children coming from all provinces, including remote areas, through the ” Children House” (CH) project.
In Laos, to train and support the medical, paramedical and technical teams through short- and long-term volunteer missions.

La Chaîne de l’espoir aims to implement a more regional approach, while considering each country’s specifications and culture. As a result, CDE is opening a regional office overseeing our programs in Asia.

POSITION AND MISSION:

As a Liaison Officer, you carry out administrative duties related to setting up of the new regional office, obtaining administrative and legal documents for expatriates and the organization (registration, MOU, visas, work permits etc) and maintain good working relations with the various local administrative bodies.

(Governmental offices, Local authorities, Community leaders etc)

He/She also willt provide administration, logistic and security support.

Essential duties and responsibilities:

The Liaison officer handles the following activities in Phnom Penh (partial)

1- Setting up the regional office

  • Visit and select potential office locations
  • Working obtaining all required approvals from local authorities to register CDE in Cambodia
  • Liaise with the law firm and local authorities as per country office needs
  • Liaise with governmental offices including Health ministry, provincial health department and all other governmental offices (Social security & Taxation offices) that needed to be involved in CDE projects/ programs
  • Report to the administrator on the status of on-going procedures on a daily basis;
  • Participate in printing and developing documentation required for project/program approvals in close coordination with Legal adviser and HQ Program coordinator.
  • Help in paying the taxation and the social security for office staff in coordination with the finance department
  • Other duties requested by Logistics/Security HQ coordinator to facilitate progress of CDE projects in the country.

2- Carrying out administrative/logitics procedures on behalf of expatriate personnel

  • Submit, follow and obtain administrative legal documents: visas, work permits, travel authorizations;
  • Organize meetings with MOH in Cambodia and in Laos.
  • Organize meetings with local NGOs and relevant stakeholders.
  • Organize the local transportation of HQ staff in Phnom Penh and as well as field visit in provinces.
  • Undertake the task of translating official documents at the request of Program Coordinator

3- Representing the association to local administrative bodies

  • Keep up-to-date of changes to administrative procedure pertaining to obtaining documents;
  • Establish or reinforce relations with administrative bodies;
  • Meet with representatives from the various administrative bodies as often as needed to obtain documents or resolve related issues.

Other duties might be assigned and requested by the Program, the Logistic and Security HQ Coordinators, as from Finance and HR departments at HQ.

QUALIFICATIONS :

Education:

An academic degree in Business administration, Human resources management, or equivalent field is required.

Work experience:

3 years’ work experience with an international or local NGO in Cambodia in a similar position is required.

Languages:

Good verbal and written communication skills in English, Khmer is required.

Basic level of French or Lao would be an asset.

Personal qualities:

Organizational and communication skills;
Adherence to humanitarian principle and CDE’s code of ethics;
Ability to work independently and collaboratively;
Patient, flexibile and adaptative;
Good interpersonal skills.

Knowledge :

Knowledge of the labour law In Cambodia
Knowledge of the various local authorities;
Computer proficiency in Microsoft Office Package.

Duration of work: from June to September as a first preparation phase, renewable up on Head of Mission’s arrival (additional of a minimum of 6 to 12 months’ contract)
