Camp Management Program Development Manager Sudan Darfur At Norwegian Refugee Council

The purpose of the Camp Management (CM) Programme Development Manager (PDM) position is to be responsible for technical development, strategic direction, implementation, and quality assurance as well as monitoring of NRC Sudan’s CM activities and programme, as well as relevant staff mentoring and capacity development. (Co-Chairing the sites management working group & Managing the CM teams and activities in West Darfur).

Generic responsibilities

  1. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines;
  2. Develop and implement the CM Core Competency strategy, technical SOPs / guidelines and Macro logrames;
  3. Responsible for quality programme development and management, including funding proposals, project budgets and donor reports;
  4. Implement technical direction and ensure high technical quality of projects across operational areas;
  5. Contribute towards actively implementing and supporting ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards;
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
  7. Coordinate and manage CM CC project implementation and CM components of integrated projects (activities, budget and project documentation) in line with proposals, strategies, and donor requirements;
  8. Overall management of assigned project staff;
  9. Ensure capacity building of project staff and transfer key skills;

Generic professional competencies:

  • At least four years in humanitarian Camp/ Site Management programming environment, Cluster coordination including three years’ experience in a senior level project management position;
  • Previous experience working in complex and volatile contexts;
  • Previous experience in managing budgets and big teams.
  • Documented results related to the position’s technical responsibilities and in setting up a new programme;
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming;
  • Knowledge and skills in information management and digital mode of assistance;
  • Fluency in English, both written and verbal;
  • Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook.

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Sudan;
  • Arabic language skills is an advantage;
  • Experience in needs assessment, project monitoring and evaluation, and programme development;
  • Strong leadership skills and a supportive management style;
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload;
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.

Additional Information:

Reports to: West Area Manager

Supervision of: (West: 2 CM PCs and 2 CM TLs) – (North: 1 CM Manager)

Duty station: West Darfur, Sudan

Travel % 60% West Darfur and 40% North Darfur

Duration and type of contract: 12 months, with possible extension
