Overview of position:
- Our client is an operational arm of the UN, supporting the successful implementation of their partners’ peacebuilding, humanitarian & development projects around the world. They supports partners to build a better future by providing services that increase the efficiency, effectiveness & sustainability of peace building, humanitarian & development projects. Mandated as a central resource of the UN, our client provides sustainable project management, procurement & infrastructure services to a wide range of governments, donors & UN organizations.
- The ongoing conflict in Yemen has caused significant disruptions to the supply chain & to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water & energy sources, relying on alternate service providers & community based service delivery initiatives to address the shortfall.
- Physical damage to infrastructure & the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to & quality of services, that are often interrelated. For example, in some cities, the lack of functionality in the water sector is tied most directly to the lack of electricity rather than to physical damage to water infrastructure. As a result, wastewater continues to overflow into streets, which in turn has significant implications for the health & transport sectors. Similarly, the absence of electricity across many cities in Yemen is not solely tied to infrastructure damage of energy facilities but rather to the lack of fuel, amongst others due to severe transport limitations & access constraints. These cross sectoral linkages demonstrate the need for an integrated, multi sectoral approach that provides synergies & responds to the multi faceted needs on the ground.
- Our client is undertaking a multi sectoral engagement aimed at restoring urban services mainly in energy, urban roads, WASH & municipal services in targeted cities in Yemen using an integrated approach, in addition to provide direct institutional support (capacity building) to local service providers in urbanareas, including PWP, UWS – PMU, LWSCs, RMF – IU & local cleaning funds, so they can continue to sustain service delivery and rehabilitate damaged infrastructure.
Role objectives:
- Must contribute towards visioning & development of strategy on capacity building for various projects & the organization.
- Briefly review existing / previous activities / programs for the targeted partners & service providers across Yemen, analyze experience & lessons learned.
- Assess existing / available guidelines, tools, training materials & manuals for our clients local partners, LCs, CF & any other relevant materials & assess their applicability to coop with our clients local partners, activities including providing the technical support such as IT equipment, software, manuals, guidelines preparation, organization structure & contingency plan.
- Prepare an outline of a generic capacity building program for the our clients local partners, LCs & CF with a focus on their relevant activities.
- Develop a conceptual approach which should include, at least, the definition of objective & scope of the program, a proposed sequence of activities, criteria for the targeting of utilities, a proposal with regards to the use & adaptation of existing tools, materials, approaches & a simple budget & team requirement.
- On the basis of the approved approach, prepare a more detailed program & schedule for carrying out the capacity building & targeted assistance for our clients local partners, LCs & CF.
- Develop concept notes, educational material & pedagogical methods for online & in person activities relating to the workshops / training programs.
- Develop a detailed workshop / training programs activities design & methodology based on the activity objectives & program that will detail the methods, timeframe & resource requirements for the programs.
- Provide facilitation during online & in person workshops / trainings, using interactive & engaging facilitation methods to maximize participation. This will include planning, organizing, coordination & Delivery for the whole duration of the activity including preparation & / or compilation of all the resource materials, schedule of activities, Power Point presentations, templates & practical exercises, face to face workshops, question & answers, individual & group training exercises.
- Assist in developing measurement & evaluation tools to measure the progression of participants’ competencies & record participants’ responses & workshop / training lessons, outcomes, & findings.
- Coordinate with our client & event management services providers focal points to ensure all logistics / preparations requirements are in place.
- Coordinate daily debrief with our client & resource persons / trainers.
- Provide guidance to activity documenter to document / capture activity process, outputs, assessments & review documentation prepared by documenter prior to submission.
- Submit an activity report which shall include highlights of the activity, process notes & recommendations.
- Provide technical leadership in the design, implementation & oversight of all project training & capacity building activities.
- Collaborate with service providers to select qualified trainers, facilitators & mentors during training, identify, recruit additional mentors & facilitators, as necessary.
- Plan & manage the initial & quarterly refresher training for the trainers, facilitators & mentors.
- Lead the adaptation & translation of the INJ’s standard facilitator & mentor training curricula to align with local context.
- Conduct field supervision visits to provide on going capacity strengthening support to trainers, facilitators & mentors.
- Produce training reports descripting the training process, evaluation results & recommendations for future training needs.
- Identify successful training practices that can be showcased in publications, communication materials & conferences.
- The specialist must understand the learning needs of the target audience & thereby use effective methods for training delivery design.
- S / He must be able to quickly compile knowledge from internal & external stakeholders into earning materials for capacity building.
- Must develop e-learning modules using PowerPoint or other authoring tools / software.
- S / He should be able to train the target participants & trainers (ToT) as required.
- Monitor capacity building allocated budgets, cash flow & obligations to ensure that deliverables are met & payments to contractors & personnel are received on time.
- Coordinate stakeholder engagement, communication, ensuring effective timing & interdependency management of communications. Ensure stakeholders are aware of activities, progress, exceptions & are in a position.
- Performs other duties as may be reasonably required.
Monitoring of progress:
- The Capacity Building Officer will present the deliverables to the supervisor who will assess the quality of the delivery.
- All reports to be submitted must be relevant to the outputs (activity & the task).
- Provide information & update progress as requested by the project team / supervisors).
- The candidate has to follow the guideline of our client to ensure the quality of the reports / documents.).
- The candidate should be proactive, timely report on the progress.
Project reporting:
- This role reports to the Project Manager.
Key competencies:
- Master’s in Engineering / Sciences / Development / Administration / Management / Education.
- PRINCE2® Foundation &/or PRINCE2® Practitioner is an asset.
- Certified ToT (required).
- Minimum 4 years of content creation & implementation of digital & self directed learning experiences is required.
- Experience in organizing policy & guidelines related capacity building events, workshops & conferences.
- Experience in user centric design is desirable.
- Experience extracting specific organizational knowledge & facilitating multis takeholder interviews is desirable.
- A strong record for delivering high quality briefs that have actionable outcomes & recommendations is desirable.
- Must be well versed with principles and techniques of Andragogy.
- Experience of developing e-learning modules / courses desirable.
- Experience with development partner funded (World Bank / UN.) infrastructure projects with similar role / tasks shall be given preference.
- Proven experience applying adult learning & participatory training techniques.
- Proficiency in English & Arabic is required.
Team management:
- This role has no team management responsibility.
