Terms of Reference for
Capacity building of Community-Based Organizations on Gender-Based Violence
Introduction
Established in 2011, (NAFE) is a national non-profit civil society organization dedicated to promote human rights and gender equality and women and youth empowerment, and facilitate their inclusion in economic, social and political arenas. NAFE provides a range of programs and services aimed at improving the well-being of families, with a focus on education, counseling, and resource provision.
NAFE is planning capacity building for GBOs staff to learn about the services provided to survivors and vulnerable women and girls and methodology used to deal with cases.
The overall objective
(NAFE) works in partnership with the UN Trust Fund on implementation of the ‘IMPROVING ACCESS TO GENDER-SENSTIVE PREVENTION AND PROTECTION SERVICES FOR VULNERABLE COMMUNITIES IN JORDAN” project from July 2024 until end of June 2026 aiming to strengthen the prevention and protection systems on Violence Against Women and Girls in Jordan. under the Result 1 : Vulnerable communities have improved access to legal, medical, and psychological services and the quality, accessibility, and sustainability of services and the capacity of local organizations to provide them is improved.
(NAFE) tend to conduct a specialized training aiming to Ensure building the capacity of CBOs staff in the four targeted governorates ; Irbid, Amman, Ma’an and Aqaba, and conducting an updated needs assessment to tailor the training material and methodologies to the specific needs of the target groups on the comprehensive conceptual framework on GBV which includes 150 Jordanian women by introducing them to the services provided to GBV survivors and vulnerable women and girls, as well as ways to deal with cases through a survivor-centered approach and the mechanism by which CBOs deal with cases of violence.
- Deliverables:
design training modules include:
– comprehensive conceptual framework on gender-based violence
– Psychosocial support advanced skills and techniques
-legal Guidance and related laws in the context of combating domestic violence and protection
-Case management SOPs and referral pathway
- Implementation plan:
- 120 training days would be conducted distributed across the four targeted governorates (Amman, Irbid, Maan and Aqaba).
- 150 Jordanian women and young women working in the selected partner CBOs would be capacitated.
- 15 CBOs divided into 4 CBOs in Irbid, 3 CBOs in Amman, 4 CBOs in Maan governorate, and 4 CBOs in Aqaba).
- Means of measurement
Prepare a detailed report including:
1- List of participating organizations.
2- Attendance sheet.
3- Participant evaluations and feedback.
4- Conduct pre-and post-training assessments to measure knowledge improvement and capacity enhancement
- Timeline: December /2024 to April/2025
- Qualifications
· Advanced degree in a relevant discipline, including gender, Women Empowerment and youth development.
. awareness and sensitivity regarding gender issues, in particular on VAW/G.
· Certified trainer in related training areas.
· At least 5 years of professional experience in implementing training in related fields.
· Have prior experience in designing and delivering presentations and training.
· Demonstrated knowledge and experience with networks in the women empowerment, gender and vulnerable development fields.
· Proven communication and facilitation skills with varied audiences.
· Strong written and oral communication skills in English and Arabic languages.

· Finalizing a detailed narrative report is a must to pay dues.
. The consultant(s) will report directly to NAFE’s Project Manager and work closely with key NAFE staff and partners, when and if necessary, to ensure the successful completion of the assignment.
