ActionAid’s Global Strategic Priority 2 provides us the mandate to engage with and strengthening of CSOs, social movements and youth and women leadership in seeking accountable governance. SP 2 thus identifies our role as to “Ensure increased civic participation and state accountability for the redistribution of resources and delivery of quality, gender-responsive public services”.
The Myanmar country program is part of International Platform 2, of those countries who champion and undertake strategic actions at the local, national, regional and international level to promote civic participation and expand democratic spaces.
Strategic Objective 1: Improved gender responsive public services and increase the role of youth and CSOs in public services and humanitarian responses – in 4 townships of Chin and Rakhine states’ (SDGs 1.4, 16.6-7)
Long-term outcome: Area Platforms serve as a set-up for networks of youth and women leaders and CBOs to hold local authorities to account for implementing participatory planning and delivering gender responsive public services.
Intermediate outcomes.
- Women and youth led Area Platforms are organized, active and strengthened in the area of GRPS and township planning.
- Area Platforms design and implement advocacy strategies to hold local authorities to account.
- Youth activists organize in networks and alliances with other actors in civil society at local, national and global levels.

2 PARTNER AND PLACEMENT DATA
Purpose of placement
To support training related to governance work of ActionAid Myanmar and provide inputs to all training programs undertaken by trainers. The inspirator must ensure that all sessions provided by trainers are participatory and effective and make ensure use of interactive tools and methodologies. The inspirator has to conduct coaching and follow-up support to partner organisations or volunteers who have been trained in terms of methodology, tools and techniques. In the position of trainer, the inspirator will support to deliver trainings for youth platforms and other AAM partners including youth and women led CSOs to increase their knowledge and capacity. The inspirator must be aware of Global Platform learning principles and support National Team in developing training manuals and guidelines. The inspirator will also support to organize and facilitate outcome harvesting and reflection workshops organised by NYRC
Main capacity gaps identified during needs assessment process
Civil Society Organization (CSO), especially Youth and Women led CSOs in Myanmar are quite new and need to learn more of accountable governance, ELBAG, GRPS, and tax justice.

Major challenges and risks associated with the placement
As this is a local position, the Inspirator must be comfortable working in both Myanmar and English language, both written and spoken.
High staff turnover in AAM is not uncommon, so the Inspirator must be able to adapt in working with a wide number of staff, both new and established.
Covid-19 spread and Conflict related Safety-security risk with limited mobility and safety protocol to be followed

3. Profile of the Volunteer Position: Outcomes, Outputs & Activities
With reference to the already funded programme/project outputs and activities contained in the partnership agreement, project document and partner annual work plans**. The Inspirator should assist the partner to achieve the following capacity development results:**
Outcomes
- Youth networks and youth platforms in SPA project areas increase their participation in the community actions and play constructive role along with civil society in upholding the rights of the people..
- Mobilize and empower youth as active citizens who build networks, challenge injustice and work in solidarity with marginalized youth at the local, national and global levels.
- Empower technically youth led mobilization and movements which link AAM ,partners and volunteers to apply the methods, tools and techniques they have learnt at NYRC
- Empowering youths to be able to contribute the broader policy advocacy and campaign agenda, seeking adequate public financing for gender responsive public services and a policy towards decentralisation of public services delivery.

– Safe Space where youth can share and learn social , economical and political movements .
-Guidelines and manuals that inline with AAM values and NYRC values to be more user friendly.
-capacities of youth networks are built on participatory approaches , youth led advocacy events , campaign ,movements and mobilisations specifically with Youth led area platforms
– Outcome harvesting workshop and reflection workshops
Activities
(Which activities will take place to support the attainment of outputs and outcomes?)
- Assess capacity gaps of youth networks and community based organisations
- Support NYRC to develop need based training modules to address the identified capacity gaps
- Support Partnerships and localization advisor in establishing localization agenda with AAM partners
- Support partners to strategize their programme outreach based on the identified needs through tools like village books, PRA etc.
- Support and coaching partners and volunteers to apply the methods, tools and techniques they have learnt at NYRC trainings
- Support trainings at the NYRC
- Support AAM National Team to develop training manuals and guidelines
- Support to organize and facilitate outcome harvesting.
Work with local partners, Activists etc.
Working with youth networks which enable the Inspirator to raise awareness on the objectives and visions of the NYRC in Myanmar, and increase accessibility to this program
Facilitating increased communication between target youth groups in order to open a national dialogue on issues affecting adolescents and young people, such as education, health and DRR
Support partners with the facilitation of
- Youth meetings
- Youth forum
- Training in the field offices and central office for local and international staff
Work with NYRC
NYRC training quality will be reinforced and increased
There will be increased communication between NYRC and youth groups, and access to national and international training experiences
- Training in the field offices and Head office for NYRC staff and local staff from CSOs based on thematic focus and methodologies of NYRC
- Preparation of reports on selected trainings, including recommendations for improvements
- Join youth network and youth forum facilitation meeting and workshops as a co-facilitator in terms of framing and debriefing
Participation in learning networks and individual competence development (15%)
The inspirator will participate in the activities surrounding youth networking and youth groups in Myanmar
The Inspirator will gain knowledge and experience on training in the Myanmar context, specifically focused around youth and adolescents
From participating in the trainings and program activities, the inspirator will have an improved understanding of AA Myanmar and their governance work.
- From facilitating in the program regarding coaching, mentoring with NYRC staff will be more able to develop relevant documentation relating to the subject matter, and be able to prepare clear and concise budgeting around these activities
- The Inspirator will familiarise themselves with key government policy at the regional and national level, and be able to use this knowledge to build their own capacity
- Participate in learning networks with other Inspirators and Advisors
- Engage with Youth Community of Interest when relevant.

4. INSPIRATOR PROFILE
Required skills & core competences
- Proven youth and governance related skills.
- Proven track record of capacity building and extensive training experience using participatory methods.
- Proficiency in computer skills
- Excellent writing and analytical skills.
- Strong interpersonal and motivational skills especially towards young people and the ability to work with minimal supervision.
Required professional or voluntary work experience
- Minimum 5 years’ experience working or volunteering in development field and knowledge of development, social change and providing trainings.
- Bachelor or preferably master’s degree in a related field
Personal qualifications
- The Inspirator should be a good team player with excellent people skills
- Gender sensitive, and aware of the context of ethnic and religious diversity in Myanmar
- Should be dedicated to the empowerment of the poor and disadvantaged groups
- Ability to work with a team and to take initiative
Language requirements
Fluency in Myanmar and English language is required
