Project Background:
The USAID/Liberia Civil Society activity aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to: strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens.
Position Description:
The Capacity Development Officer will support activities related to facilitating the process of bringing issue-based actors together by providing space for engagement.
Responsibilities:
■ Prepare regular reports for appropriate management as necessary or requested.
■ Work directly with local partners to facilitate capacity assessments.
■ Work with local partners to develop and update civil society organizations capacity development plans.
■ Support the adaptive implementation of the civil society organizations capacity development plans.
■ Build M&E capacity of civil society organizations.
■ Support local partners to use innovative, technology-based tools.
■ Assist in grants management to support capacity development objectives.
■ Assist with customizing organizational and technical trainings for civil society and other local organizations.
■ Develop and manage capacity development service provider pool.
■ Support activities to enable local partners to negotiate services directly with service providers.
■ Support coordination with donors and international NGOs (INGOs) on building the local capacity development market.
■ Monitor capacity development training provided by core partners and service providers to civil society organizations and develop brief report for each training.
■ Provide regular update to the CD team on status of capacity development activities provided by core partners and service providers.
■ Regularly participate in monthly and quarterly capacity monitoring of civil society organizations.
■ Any other duties assigned by the DCOP/Capacity Building Director.

Minimum Qualifications:
■ Bachelor’s level degree in finance, business administration, public administration, economics, or other relevant field is required.
■ At least six (6) years of working experience in international development with prior experience supporting capacity building initiatives.
■ Strong organizational and coordination skills.
■ Proven networking, facilitation, and negotiation skills and experience with a variety of actors.
■ Excellent verbal and written communication skills in English.
■ Previous work experience in Liberia/West Africa preferred.
