Capacity Strengthening Advisor – Zimbabwe At SoCha LLC

Background

SoCha LLC is preparing a response to provide Monitoring, Evaluation, and Learning (MEL) and technical services to the USAID/Zimbabwe Mission. The project has the following objectives:

  1. Enhance USAID/Zimbabwe’s capacity to gather evidence and use it in strategic planning, project and activity design, and activity implementation.
  2. Improve USAID/Zimbabwe’s performance monitoring, reporting, and communication to support informed program decision making and ensure compliance with USAID Program Cycle operational policy.
  3. Enhance USAID/Zimbabwe’s inter- and intra-sector collaboration and integration.
  4. Build the capacity of USAID/Zimbabwe staff and implementing partners in program cycle processes like monitoring, evaluation, learning, collaborating, and adapting.

SoCha is seeking a qualified individual to fill the role of Capacity Strengthening Advisor. The Capacity Strengthening Advisor position will be full-time and based in Harare. This role is for a proposal position and is contingent on award and funding.

Scope of Work

The Capacity Strengthening Advisor will support the partners to strengthen their internal capacities across priority organizational and technical areas, so that they improve their performance in implementing USAID programs. S/he will support USAID principles of locally led development, ensuring USAID capacity strengthening strategies and approaches are evidence-based and aligned with global best practices. The Capacity Strengthening Advisor will coordinate with technical and support offices for integration of capacity strengthening activity planning, implementation, and reporting.

The Capacity Strengthening Advisor will have the following responsibilities:

  • Support the activity by providing capacity building interventions to USAID , implementing partners, and other relevant stakeholders. Support will include training, coaching, and other learning and capacity building techniques.
  • Support building the capacity of USAID staff, implementing partners, and other relevant stakeholders in Monitoring, Evaluation and Learning (MEL).
  • Provide institutional capacity building in the form of coaching and training to local NGO’s on technical guidance in accordance with USAID MEL policies and USAID M&E policies and procedures.
  • Participate in relevant technical working groups and knowledge exchange activities related to capacity strengthening at local or global levels.

Minimum Qualifications and Experience

  • EITHER a master’s degree in project management, business administration, education, capacity and organizational development, or a related field, with at least six (6) years of relevant work experience providing capacity strengthening support OR a bachelor’s degree in project management, business administration, education, capacity and organizational development, or a related field with at least eight (8) years of relevant work experience.
  • Proven technical expertise and experience leading capacity strengthening assessment and planning processes in collaboration with local stakeholders.
  • Ability to facilitate collaborative dialogues and processes with multi-sector stakeholders.
  • Experience providing capacity strengthening support to government staff through training, coaching, mentoring, or other approaches.
  • Experience and skills in managing teams, including consultants, to implement complex capacity strengthening programs.
  • Ability to develop and maintain collaborative relationships with high-level private and public sector representatives in addition to civil society organizations and implementing partners.
  • Excellent written and oral communication skills in English.

Location

Harare, Zimbabwe with travel in the country at times.
