Background:
CARE seeks a world of hope, inclusion, and social justice, where poverty has been overcome and all people live in dignity and security. CARE provides cross-border humanitarian assistance in Syria, and refugee assistance within southern Turkey to people affected by the Syrian crisis. In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative, and resourceful person to join the Area office in the capacity of Area Case worker to be based in Jarablus, northern Aleppo, Syria.
Job Summary
The Area Case worker will be a member of the Area office program team and report directly to the Area protection officer. The Area Case Worker will support the day-to-day implementation of the protection projects in northern Aleppo.
The case worker will be responsible for implementing protection case management and individual protection assistance Services(IPA) or direct support to cases including referral to services, starting from identifying cases and then referring them to providing them the required assistance and following up the cases by following the SOP of the case management with high focus on the people who have been or are being abused or have face Exploitation, neglect, or any threat to their rights and life, and identify the beneficiaries who should be provided by specialized or non-specialized services.
S/He will be responsible for implementing the plan set with the Protection officer and contributing to case identification, referral, follow-up and closure, working to improve survivors’ access to service in a timely manner, and contributing to the development of the community services map and referral pathways.
The person is expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy.
Responsibilities and Tasks
Job Responsibility #1 Project Implementation and Coordination 80%
•Respect the dignity and safety of the beneficiaries.
•Supervising and following up on cases that need assistance, direct support, follow-up or transfer, while ensuring the provision of services that meet the needs of each case.
•Receiving disclosures and offer basic emotional and case management support.
•Identifying cases of gender-based violence and child protection and referring them to specialized or non-specialized protection services while providing direct support for high priority cases.
•Develop care plans to manage each case care plan provided that the needs meet objectives settled for each case.
•Providing referral, support and counseling services to all persons in need.
•Providing comprehensive protection intervention to survivors of trauma, violence or any other risks, while providing full information on the map of community services in the region.
•Prepare case reports and all documents related to the case management file
•S/he will maintain BNFs files and documentation as per program management minimum standards, including maintaining the confidentiality and security of beneficiary’s data.
Job Responsibility #2 Planning, Reporting, coordination, and Data Management: 20%
•Contribute to the development of the project’s work plan.
•Documenting and maintaining case management files in accordance with privacy and confidentiality rules and principles
•Establish and maintain positive and effective relationships with intended beneficiaries, community members and stakeholders all other key actors.
•Participate in conducting various forms of questionnaires and assessments such as protection monitoring and rapid protection assessments to identify persons who have concerns or those at risk, when requested.
•The job duties and responsibilities as described above are not comprehensive and he/she may be required to perform additional tasks in the future as needed and according to the project structure and in proportion to experience.
•Work in accordance with the minimum standards in the Standard Operating Procedures for protection.
•Commitment to the Code of Conduct, Humanitarian Principles, Minimum Standards for Gender-Based Violence and Minimum Standards for Child Protection..
Qualifications (Know-How)
Education/Training
Required
•University degree in psychological counseling, social sciences, humanitarian studies or any other related field/ equated 2 years of experience related to case management /IPA.
Desired
•Project Management qualification (PMD, PMP, PRINCE2)
Experience
Required
•Good experience in writing work reports.
•Good experience in administrative work, planning and organization.
•Previous work experience in a civil society organization.
•High professional ability to communicate with beneficiaries and community members.
•Experience in the rules of home visits /camps and sending awareness messages.
•Can-Do Attitude
•Good skills in written communication, including effective report writing
•Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts. Ability to communicate ideas in a culturally sensitive manner and conducive to their practical application Fluent in Arabic. English knowledge is desired.
