CARE provides cross-border humanitarian assistance in Syria, and refugee assistance within southern Turkey to people affected by the Syrian crisis. In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative, and resourceful person to join the Area office in the capacity of Area outreach worker to be based in Jarablus, northern Aleppo, Syria.

Job Summary

Under the direct supervision of the protection officer, the outreach worker will implement outreach protection activities based on key protection messages for women, men, boys and girls through outreach sessions, ceremonies or community events, S/He will Provide protection and social services information through protection help desk, S/He will Provide awareness raising session on protection subjects promote participation and improve survivors’ access to service centers and manage specialized and non-specialized cases through the referral system.

S/He will be responsible for participating in the development and implementation of the work plan with the project manager, which includes protection response activities through integrated mobile services, such as awareness, support, community communication, mapping of community services, case detection and referral.

The person is expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy.

Responsibilities and Tasks

Job Responsibility #1 Project Implementation and Coordination

  • Facilitate daily outreach activities such as awareness sessions, community awareness, awareness and advocacy campaigns, information dissemination, and referrals.
  • Plan and implement awareness sessions through focus groups discussion and community mobilization to prevent/mitigate and respond appropriately to GBV in the community.
  • Prepare and maintain the supplies and needs for each session.
  • Providing basic awareness raising sessions to support children and their caregivers to better overcome difficulties and stress and improve resilience in addition to identifying and referring children at risk.
  • Identification of community members including women, men, boys and girls who require specialized or non-specialized protection services in order to refer them to services and provide direct or indirect support to them according to the referral protocol
  • Creating service mapping in the region and keeping it up-to-date.
  • Under the direction of the Protection Officer, conduct activities to collect feedback and opinions of beneficiaries on the quality and impact of activities and raise their suggestions for new activities.
  • Participate in conducting various forms of questionnaires and assessments such as protection monitoring and rapid protection assessments to identify persons who have concerns or those at risk, when requested.
  • Demonstrate commitment to the code of conduct, humanitarian principles, minimum standards for gender-based violence, and minimum standards for child protection.
  • Adhere to CARE’s policies, goals, principles and values

Job Responsibility #2 Planning, Reporting, coordination, and Data Management

  • Develop activity plans according to the area of responsibility identified by his/her supervisor and based on the interest and needs of the beneficiaries.
  • Provide regular oral and written reports regarding ongoing activities, data collected, identified/monitored cases to the Protection Officer.
  • Establish and maintain positive and effective relationships with intended beneficiaries, community members and all other key actors.
  • The job duties and responsibilities as described above are not comprehensive and he/she may be required to perform additional tasks in the future as needed and according to the project structure and in proportion to experience.

Qualifications (Know-How)

Education/Training

Required

  • University degree in a relevant field.

Desired

  • Project Management qualification (PMD, PMP, PRINCE2)

Experience

Required

  • University degree in psychological counseling, social sciences, humanitarian studies or any other related field/ Equivalent to minimum experience 1 year conducting awareness sessions, information sessions, case management.
  • Experience in conducting and evaluating awareness sessions within a humanitarian context.
  • Good experience in writing reports.
  • Good experience in community-based protection and advocacy.
  • Good experience in administrative work, planning and organization.
  • Previous work experience in a civil society organization.
  • High professional ability to communicate with beneficiaries and community members.
  • Experience in the rules of home visits and sending awareness messages.

Technical Skills

Required

  • Advanced professional competency in Microsoft Office Suite, and knowledge of IT system.

  • Fluent in Arabic and highly desired to have advanced English language skills.
