In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative and resourceful person to join the Area office in the capacity of Procurement Officer to be based in Jarablus, northern Aleppo, Syria.

Job Summary

The Area Procurement Officer will be part of the Area office team and report directly to the Area Logistic and procurement coordinator with technical reporting line to procurement Coordinator at the country office. The Area Procurement Officer will be responsible for ensuring that Area office mission and program wide procurement is conducted in a timely and efficient manner. All procurements must adhere to operating policies and procedures and include accurate and up-to-date vendor and clearance agents’ information.**

S/he provide support to Logistic and procurement coordinator in processing all CARE Area office purchasing in compliance with CARE and donor procurement policies and in the spirit of obtaining best Value for Money (VFM).

This position will generally support the operations team and program team in the Area Office to ensure conducting timely and efficient local procurement.

The person is expected to have analytical and presentation skills, result-oriented, strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policies.

Responsibilities and Tasks

Job Responsibility #1 Area office Local procurement processes

· Purchase goods and services as per organization/donor policy and procedure

· Prepare weekly, monthly and quarterly procurement status reports for purchases.

· Negotiate with suppliers for the best terms of service including price, delivery, payments and after sales service.

· Support the reconciliation between the periodic reconciliation among property, procurement, and finance records, currently conducted on quarterly basis.

· When a non-standard or unusual request is received, to assess the requester’s requirements, suggest best value solutions and options and to seek guidance from other members of the Procurement Team, to ensure that the appropriate good or service is ordered

· Review the Online Receiving of Online/Offline Purchase Requisition for CARE Syria North Hub team and review all information including charging instructions.

· Must ensure CARE & Donors procurement regulation before initiating any procurement and preparing RFQ very carefully before sending to approved vendors

· Must ensure the transparency of Procurement specially the management of bidding and receiving of Quotations process

· Prepare Summary of Bid Analysis (SBA) and Prepare Online/Offline Purchase Order ensuring that the products or services are of high quality, regardless of the price

· Ensure that Good Receiving Notes “GRNs” and providing all supporting document to Logistics Officer for registering in the Assets Master Register

· Prepare Consultancy Agreement/Contract coordinating with requester and the Consultant as needed

· Ensure PR, PO and SBA are signed/approved by the authorized person

· When required, attend open bids meeting with partners and share observation for each tender.

· When required follow up with the partners to make sure they apply the right procurement process from A to Z based on CARE Procurement procedures and Donor regulations.

· Conduct a site visit to vendors and do the verification of the vendors to ensure the vendor evaluation and selection is transparent and fair, if required.

Job Responsibility #2 CARE Area office vendor database management

· Conduct market search and provide the needed information to create and update CARE’s vendor list.

· Develop and maintain CARE Approved Vendor List. This includes the vendors’ files creation and maintenance.

· Support new proposal development by providing market prices and other information to program and finance.

· Ensure adherence to CARE and donor procurement policies and procedures,and to be in contact with CO for procurement support.

· Regularly conduct critical analysis of all assigned CARE suppliers based on criteria of reliability, quality and prices of goods offered, terms & conditions, after sales services offered, and warranty guaranteed

Job Responsibility #3 CARE Area office Procurement Files and Archive documents

· Maintain and keep files for purchase requests and orders, summary of bids analysis, quotations, contracts, tenders, and other related documents. Ensure all the procurement documents are filed appropriately, up to date and are easy to access

· Comply with CARE policies and practices with respect to gender and diversity, child protection, code of conduct, health and safety, and equal opportunities.

· Any other duties as required.

Education/Training

Required

· Bachelor’s degree in a relevant field (procurement, logistics, Business Administration, etc.) or any other relevant major.

Experience

Required

· At least 3 years of experience in supply chain, or procurement and logistics.

Desired

· Experience in do-no-harm approaches in a humanitarian context, preferably in Syrian context

· Experience in working with INGOs and fully understand procurement system.

· Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO’s and donor agencies.

· Experience of working with software or programming.
