The Program Operations Manager (Grants Management) is a key role in CARE Turkey’s Cross Border Program. Reporting to the Assistant Country Director (ACD) – Humanitarian, the Program Operations Manager will be responsible for the leadership, management, and general technical direction of the entire USAID grants implemented in North West of Syria.

The POM will be part of CARE Turkey’s Cross Border Program and will work closely with relevant Program Managers, Area Manager, as well as relevant Program Quality-, Finance-, logistics-, procurement-, HR- and Security staff.

The position will be responsible for the overall coordination of large and complex projects that combines multiple program sectors with multiple implementing modalities: Both through local partners and directly. The position will be expected to identify issues and risks related to grant implementation in a timely manner and suggest appropriate program adjustments and it must be able to bring together a multitude of stakeholders to deliver a complex program in a complex context. The position will thus be tasked with leading the joined efforts of multiple stakeholders to achieve the success outlined in the project. The position requires significant coordination skills, broad general and technical knowledge, and skills to ensure coherence and consistency in spite of urgent deadlines.

The role is heavily focused on Project Cycle Management and the right candidate has very strong experience in managing and delivering complex US-funded programming.

To be successful in the role, the right candidate must be an excellent Project Manager, have very strong interpersonal and coordination skills, and must overall be an excellent organizer.

RESPONSIBILITIES

Job Responsibility #1 Program Operations Management 50%

  • Is the default point of contact for any internal and external communication with regards to the assigned projects
  • Build and maintain productive working relationships with USAID and key stakeholders. Serve as the primary liaison among all project stakeholders.
  • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes, and create or adapt management systems in line with CARE’s standard operating procedures
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle
  • In parallel with PQ unit. oversee M&E function, including preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
  • Oversee the grant budget spending plans, lead monthly BvA-meetings for assigned projects
  • Supervise and mentor senior staff, delegating responsibilities as appropriate. clearly communicate expectations for staff performance
  • Manage the cross-cutting budget lines as the main budget holder for all general budget lines for office operation and supply.
  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan
  • Leads bi-weekly progress review meetings for all involved stakeholders
  • Maintains updated procurement plans for the assigned projects
  • In case of changes in context, or other factors that could have an impact on the delivery of the project, will lead to realignment/modification processes
  • Proactively identifies opportunities for improving the overall delivery of the project and/or changes needed to mitigate any negative impact on the project or CARE**.**

Job Responsibility #2 Internal Coordination 25%

  • Work closely with all of CARE Turkey’s departments to ensure all stakeholders are aware of and engaged in the delivery of the assigned projects
  • ·Maintain an overview of cross-departmental linkages, and lead ad hoc meetings with PQ and supporting departments
  • Provides regular internal updates on the progress of the assigned projects
  • Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
  • Oversees and coordinates the implementation of the assigned projects

Job Responsibility #3 Donor Communication 15%

  • Ensure timely donor communication about challenges and progress with the delivery of the grants
  • Work closely with ACD – Humanitarian and other stakeholders to establish regular and proactive donor communication about contextual developments and their impact on the delivery of the awards
  • Coordinate the timely submission of regular progress reports between Program and Grants.

Job Responsibility #4 Compliance and Quality Control 10%

  • Ensure compliance with USAID, U.S. government, roles, regulations, policies, and procedures
  • Ensure consistency with project needs, applicable USAID policies and regulations
  • Ensure quality control and the overall responsiveness of technical assistance provided under grants including necessary adjustments to operations to match USAID requirements

QUALIFICATIONS

Education/Training​

Required

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience

Desired

  • Master’s degree in Social Sciences, Development studies or other related fields or equivalent combination of education and work experience

Experience

Required

  • 5+ years of experience in humanitarian project management in the Syrian Context
  • Demonstrated experience working with bilateral US Government funding, preferably from USAID
  • Demonstrated experience managing large and complex project budgets
  • Experience managing at least three of the following sectors: Protection, WASH, Shelter, Livelihoods, emergency response, or cash programming in general.
  • Strong experience with donor communication and reporting

Technical Skills

Required

  • Excellent understanding of the Syria crisis and the context in Northwestern Syria.
  • Strong ability to develop and foster relationships with key stakeholders within an organization.
  • Excellent coordination skills
  • Experience writing proposals and reports
  • Advanced written and spoken English Language skills.
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Strong skills in written communication, including effective report writing
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Strong budget management skills
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Competence with MS Office applications, including Word, Excel and Outlook.

Desired

  • Arabic language skills highly desired.
