In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a trustworthy, dynamic, innovative, and resourceful person to join the Area office in the capacity of Protection Outreach Team Leader to be based in Jarablus, northern Aleppo, Syria
Job Summary
I – Position Summary
The area protection outreach team leader will work within a team dedicated to implementing protection projects in North West Syria. Under the direct supervision of the area office protection coordinator in Jarablus and with a technical line to the protection coordinator in Turkey, this role will support the direct implementation of the protection outreach activities in Jarablus, ensuring the highest standards of quality and accountability. Additionally, the team leader will manage outreach workers at CARE’s area office in Jarablus, overseeing activity implementation, providing supervision, and conducting training sessions for field staff.
The position will be based in Jarablus district, with 60%-80% travel to field locations. Under the supervision of the area office protection coordinator, the Area Outreach team leader will have the following duties and responsibilities.
II – General Functions
- Provide leadership, supervision and support to outreach protection workers, in implementation of project activities in accordance with outreach SOPs and project objectives.
- Oversee and ensure smooth planning and follow-ups for the implementation of the outreach activities.
- Facilitate continuous improvement in the capacity of outreach workers and overall response.
- Contribute to high quality implementation of CARE’s refugee response.
- Any other duties as agreed with the Line Manager
III – Responsibilities
1. Provide leadership, supervision and support to Outreach Protection Workers, in implementation of project’ activities in accordance with outreach SOPs and project objectives: (20%)
- Oversee the performance of outreach workers, ensuring efficient task implementation.
- Establish clear roles and responsibilities within the team, communicate work plans, and coordinate activities among team members.
- Conduct weekly meetings with the entire team as well as one-to-one regular coaching sessions.
- Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
2. Oversee and ensure smooth planning and follow-ups for the implementation of the outreach activities. (40%)
- Develop detailed weekly and monthly work plan in collaboration with outreach protection workers and relevant staff.
- Coordinate with the AO coordinator and the involved local stakeholders’ focal points for planning and implementing the structured sessions.
- Monitor and track progress and achievements, conducting periodic follow-ups.
- Follow up and track participants’ attendance at activities and provide feedback accordingly.
- Schedule regular meetings with the AO protection coordinator to provide key updates.
- Daily supervision of outreach activities including awareness raising sessions, the work plan, scheduling tasks and appointments for facilitators, and following up on the community center’s main needs.
- Plan and coordinate proactively logistics and movements of outreach team from and to different CARE’s operation areas in Jarablus district.
- Work with the AO coordinator to update the procurement plans for outreach activties and ensure timely procurements are delivered.
3. Facilitate continuous improvement in the capacity of outreach workers and overall response. (20%)
- Train and mentor the team on the protection structured sessions equipping them with the core skills including facilitation skills.
- Provide feedback to the AO and Turkey coordinators regarding staff capacity building needs.
- Offer technical support to outreach team in delivering high quality awareness sessions.
- Document best practices, and lessons learned.
4. Contribute to high quality implementation of CARE’s refugee response (15%)
- Ensure that protection outreach activities are compliant with CARE accountability principles and general protection principles.
- Ensure that all protection outreach information is thoroughly documented, with due consideration of confidentiality and data protection principles.
- Maintain highly organized protection outreach hard copy files and collaborate with the protection data management team to update the trackers and application on a regular basis.
- Work closely with the MEAL Team on the timely monitoring and evaluation of the outreach sessions and use the feedback outlined in monitoring report to guide and improve the project’s implementation and team’s performance.
- Report the project progress and challenges at biweekly meetings and prepare and submit monthly reports on implemented outreach activities.
- Provide feedback for improving the quality of activities.
- Coordinate with the AO coordinator and safety and security focal point in order to ensure the safety of the team while conducting the activities in the field.
5. Any other duties as agreed with the Line Manager (5%)
Qualifications (Know-How)
Education/Training
Required
- A minimum of two years working as a team leader or supervisor.
- At least 2 years’ experience in protection, social work, case management, or other relevant social service sectors.
- Experiences in protection, support activities in emergencies or field related activities
- Minimum first level university degree in relevant and related field; preferably in Social Science, Political Science, International Relations, Sociology, or a related field from an accredited academic institution
- Fluent spoken and written Arabic
Desired
- Spoken and written English.
- Experience working in a community-based role
Technical Requirements
Required
- Team player who is able to work collaboratively and with people of diverse backgrounds and cross-culturally
- Demonstrated management skills, including project cycle management, leadership, supervision, and staff management skills
- Good understanding of rights and protection issues of displaced children, and women
- Work/voluntary experience with I/NGO
- Experience of community-based or social work
- Strong planning, inter-personal and communication skills
- Strong report writing and documentation skills
- Flexible, enthusiastic and willing to learn from others
- Very good computer skills, especially in MS Word, MS Excel and MS Outlook
Desired
- Experience of referral mechanisms
- Familiarity with the North-west context of Syria
