CARE is working in NW Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. CARE works both through partners and direct delivery of humanitarian assistance. Raising Syrian women’s voices and enabling their meaningful participation in decision-making within their households, communities, civil society, and the private sector is central to all CARE’s programming. Most of our work is through cross border, remote-managed assistance modalities, working closely with Syrian civil society organizations. Currently, CARE’s core sectors in Syria are Emergency Response, Food Security & Livelihoods (FSL), WASH, Shelter and Protection, and Sexual Reproductive Health.
CARE is currently implementing SRH services with a focus on maternal and sexual and reproductive health integrated with Gender Based Violence (GBV) via maternity hospitals, Basic Emergency Obstetric and Newborn BEmONC centers, (Primary Health center) PHCs, ambulance networks and community outreach via community health workers; and additional SRH clinics embedded into (Women Girls Safe Spaces) WGSSs.
CARE is seeking the remote support of a SRH Technical Advisor to ensure the SRH program is designed and implemented in line with global standards including NWS Health Cluster and WHO guidance. This role will involve coordinating with partners, providing adequate technical support to Protection and SRH Department, and sustaining quality assurance in the SRH components of the CARE Turkey portfolio.
The SRH Technical Advisor may also provide support in gathering data about the SRH component and preparing concept notes and proposals in coordination with the Protection & SRH Program Manager.
Deliverables:
- During the assignment period: at least, one roadmap strategy (SRH paper) is to be developed and aligned with CARE strategy and include needs, gaps, and opportunities.
- Coordinate with CARE SRH technical leads at the regional and global level (monthly meetings) to ensure alignment and best practices are maintained with developing minutes of meetings and action plan accordingly.
- In coordination with Protection and SRH Program Manager, SRH Technical Advisor will lead new program development of Health proposals in cooperation with partners and other CARE departments, during the assignment period the SRH Technical Advisor will contribute at least to two proposal development.
- Represent CARE Turkey in ad hoc Health Cluster meetings (Health Cluster, SRH TWG, Nutrition cluster) when there is a need for high level contribution, contextualize development of outbreak response and ensure standards are in place within the existing and proposed health interventions.
- Review SRH field consultants’ checklists and modify the checklist tool when needed. On a monthly basis to develop action plans for SRH Field consultants to monitor partner activities in accordance with CARE standards. Accordingly, monthly meetings with SRH field consultants to discuss the findings of their work and develop monthly reports to include the findings and action plans.
- Where applicable support health related complaints in working with the program and compliance departments, as the Health Technical Advisor will provide the needed technical assistance for serious medical complaints and train the staff to deal with these cases.
- Technical Meetings with the local partners and CARE Turkey team once a month. One meeting per month with each local partner. The meeting will include technical support related to the quality of the health services being provided through the partners. Minutes of meeting to be shared with the Protection & SRH Program Manager.
- Developing/ modifying the MEAL health tools (Monitoring and evaluation tools, TPM tools): support in development of the tools used to monitor the activities and make sure the quality of care for health services is in place. During the first quarter of the assignment period, a modified / revised package of Health MEAL tools to be produced. On monthly basis, inputs based on the findings of the tools implementing to be shared.
Capacity Building:
- Conduct capacity assessment for CARE staff and partners in the first quarter of the assignment, develop capacity building plan. The SRH Technical Advisor will provide technical support based on the capacity building plan to CARE’s Health team in addition to partners conducting health in emergencies. At least two training courses per quarter with training report developed accordingly.
Reporting
- Review, analyze, provide inputs and feedback on Health program/project reports (monthly reports, quarterly reports, final reports) to improve quality.
Learning and Research
- Ensure experiences and lessons learned are shared between teams and incorporated into new concepts/proposal, based on supervision and learning sessions, reviewing the technical quality of the implementation of the project, developing two reflection and learning reports per the assignment period, and sharing with the Protection and SRH Program Manager.
Knowledge, Skills and abilities:
- Minimum of 5 years’ experience in humanitarian Health interventions. Preferably, working with INGOs, or UN agencies.
- Strong understanding of Health processes and models.
- Ability to work in and contribute to a collaborative team environment
- Detail Oriented
- Relevant medical University degree (Medicine, pharmacy,
- Master’s degree in medicine, Pharmacy or public health is desirable
- Fluent in English., fluent in Arabic will be considered an advantage
- Preferable to have 3 years’ experience working with cross border/partners programming in Syria
- Experience working with major donors including BHA, ECHO and other institutional donors is desirable and will be considered an advantage.
- Evidence of experiences in providing technical health training remotely and/ or in person.
