In the Caribbean, GIZ has been present for more than 30 years, through its Regional Office based in Santo Domingo, Dominican Republic, and Its projects in the different countries of the region (Dominican Republic, Grenada, Saint Lucia, Haiti, Barbados, and Guyana). The Regional Office provides administrative and financial assistance to support the projects in the region.
Regarding the projects, their implementation focuses mainly on the protection of public assets in the areas of: Climate Change, Natural Resources Management, Water and Biodiversity, Sustainable Energy (RE/EE), and Climate Financing.
Background
EUROCLIMA is the EU flagship cooperation programme on environmental sustainability and climate change in Latin America and the Caribbean (LAC). It aims at contributing to the LAC region’s Green Transition, through climate mitigation and adaptation efforts and through the protection and conservation of biological diversity. Two main results are foreseen: 1. the enabling environment for a green transition (integrated policies, legal frameworks, sectoral plans and financial instruments) will be strengthened, in line with climate, biodiversity and circular economy goals, as well as strengthened institutions and human capacity to manage and coordinate these; 2. transformative approaches in key areas for the green transition will be developed, demonstrated and scaled up through the mobilization and leveraging of public and private finance.
EUROCLIMA is funded by the European Commission, along with the German, French and Spanish governments, and is implemented by agencies of the EU Member States (AECID, AFD, Expertise France, FIIAPP, GIZ) and the UN (ECLAC, UNDP, UN Environment). The programme forms part of the regional Team Europe Initiatives “Latin America and Caribbean Green Transition” and “A Partnership for a Caribbean Green Deal”. Most EUROCLIMA actions will be defined in a participatory manner through Country Dialogue processes based on partner country needs. The Country Dialogues will be organised, facilitated and coordinated by the Programme’s respective Country Dialogue Team, under the guidance and steer of the relevant EU Delegation and National Focal Point, and using existing processes and structures where relevant.
GIZ contributes to EUROCLIMA by i) supporting programme coordination and coherence via the Programme Support Unit (PSU); ii) facilitating a number of country dialogues; iii) acting as implementing agency for actions that may include support to climate, circular economy and biodiversity policies with a particular focus on “Access to Finance” and “Intersectoral, multilevel and multi-stakeholder coordination” as well as on the sectors Urban Mobility/Transport and Energy, as well as Forests, Biodiversity, Ecosystems and Resilient Food Production.
The Caribbean Advisor for EUROCLIMA will be assigned to the Programme and Policy Dialogue Manager and will be responsible for the facilitation of Country Dialogues in Caribbean partner countries (including Barbados, Guyana, Jamaica) and contribute to the programme coordination and coherence via the Programme Support Unit (PSU).
Responsibilities:
- Facilitate EUROCLIMA Country Dialogue processes in several Caribbean partner countries in coordination with National Focal Points, EU Delegations, EUROCLIMA partners, cooperation programmes and other key actors at political and technical level. This may entail: Providing advice to EU Delegations and INTPA throughout the country dialogue process; carrying out analytical studies; facilitating multi-stakeholder consultation processes; analysing country needs according to programme criteria; supporting the elaboration of a Country Action Plan
- Provide advice on the methodological development of the programme modalities and support updating the Country Dialogue methodology as needed
- Act as liaison to the EU Delegation in Barbados and support the functions of the Programme Support Unit (PSU) on behalf of GIZ, including day-to-day programme coordination and monitoring, communication and visibility, reporting, knowledge management, preparation of meetings and events, including support to Programme Steering Committee and Management Committee meetings
- Cooperate proactively and strengthen synergies and complementarities with other projects and programmes by GIZ, the EU and potentially others in the region, and the sectoral networks of GIZ and EUROCLIMA at the regional level
- Identify and develop partnerships and strategic alliances with relevant stakeholders from the public and private sectors, civil society, academia and strategic partners in the region
- Maintain good communication and information flows between partners and other stakeholders, and in particular the EUROCLIMA implementing agencies and other GIZ projects
- Contribute to the reporting of the programme to the EU and the Federal Ministry for Economic Cooperation and Development (BMZ) and preparation of presentations
- Contribute to the implementation of the communication & visibility and gender strategies and workplan
- Contribute to knowledge management and monitoring tools and systems, including those applied by EUROCLIMA and GIZ
- Coordination and organisation of events and participation in regional and international events
- Supervision of short-term assignments
- Special tasks on behalf of the Programme management
Qualifications, competencies and experience
- Master’s level degree in political science, sociology, economics, law or another relevant field for the project
- At least 5 years of professional experience within the international cooperation sector in the Caribbean region; desirable: professional experience in several partner countries in the region
- Existing network and knowledge of the portfolio of international cooperation in the area of green transition in the Caribbean
- At least 3 years of experience in the climate change field (or other relevant sectors for the green transition like energy, transport, biodiversity or agriculture)
- Proven knowledge of climate governance and international climate policy processes
- Experience in facilitating and moderating multi-stakeholder (dialogue) processes in countries in the Caribbean region
- Experience with project management, preferably within international cooperation; knowledge of EU development cooperation programmes as an advantage
- Strategic vision, strong technical and analytical capabilities
- Excellent communication, diplomatic and interpersonal skills, experience in managing complex and politically sensitive processes
- Strong networking skills, intercultural sensitivity and ability to identify and engage relevant local as well as international stakeholders, both public and private
- Very good organisational and prioritization skills, the ability and interest to work in a team and the willingness to familiarise oneself with new topics
- Willingness to travel to other countries in the region that are part of the EUROCLIMA programme and occasionally to Europe
- Excellent command of English; knowledge of Spanish and / or German is considered an important advantage
