BACKGROUND:

Global Support and Development (GSD) is a humanitarian organization whose mission is to rapidly respond to disasters in collaboration with at-risk communities and support them to prepare for future disasters. We value collaboration and seek opportunities to amplify the work of others in-country, both in preparation for and in response to disasters. By integrating our team’s diverse skill sets and resources into local responses, we are able to provide rapid response assistance to affected communities in coordination with regional and country-level partners. We also work to build local capacity through community-led preparedness initiatives. GSD’s priority Area of Engagement is currently Latin America and Caribbean, with targeted support to the South Pacific (and expected future increase in operations for 2024 and beyond).

PURPOSE OF POSITION:

The Caribbean/LATAM Security Program Manager is responsible for regional security risk management and threat analysis within a small, highly skilled team, to assist complex field and maritime humanitarian response operations. This role provides dedicated analytical and critical security incident management support for outreach, capacity strengthening, special events, and other activities in GSD’s priority country portfolio, keeping traveling staff informed of security risks through alerts and advisories, and mapping operational and strategic security risks.

ESSENTIAL FUNCTIONS:

  1. Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;
  2. Support budgetary planning, control, and analysis for the program;
  3. Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;
  4. Produce high-quality security risk assessments and manage the implementation of risk mitigation across the regional activities;
  5. Develop and maintain regional safety and security documentation, to include safety and security management planning, country risk ratings, travel security briefs, and contingency plans;
  6. Work closely and cross-departmentally with internal stakeholders to ensure risk management strategies are resourced and prepositioned ahead of regional activities;
  7. Support organizational safety and security information networks, to include data evaluation, storage, retrieval, and application;
  8. Prepare and conduct relevant briefs and training;
  9. Support relationship management related to crisis and incident contingency plans and act as crisis or critical security incident partner to operational leadership;
  10. Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;
  11. Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and
  12. Perform other duties as assigned.

QUALIFICATIONS:

Required Experience:

  • Five (5) years of relevant management experience in security or intelligence analysis, preferably in the humanitarian sector;
  • Three (3) or more years experience operating in security risk management or intelligence analysis, preferably in an international context; and
  • Proven experience developing programs and teams.

Required Education:

  • Bachelor’s degree in Security Management, Risk Management, or relevant field; or
  • Equivalent experience and training.

  • N/A

Knowledge/Skills:

  • Proven ability to lead and motivate teams to produce quality results within challenging timeframes and ongoing change;
  • Program oversight and management, development of programmatic policy, procedure, and guidelines;
  • Ability to coordinate multiple projects simultaneously under pressure;
  • Confident and effective written and verbal communication, to include presentation ability;
  • Sound knowledge of information management (collection, collation, analysis & dissemination);
  • Gathering and analyzing reports from a wide range of sources, including, open source, written reports, and relationships;
  • Development of relationships with authorities and external stakeholders.
  • Ability to work in fluid, unpredictable, and complex security environments;
  • Strong organizational skills and the ability to rapidly shift tasks;
  • Experience working and/or traveling domestically and internationally; and
  • Fluency in Spanish and/or French preferred

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

  • GSD supports U.S.-based remote work on a limited basis.
  • Routine domestic and international travel up to 30% is required.
