Cash and Markets Programme Development Manager-Palestine At Norwegian Refugee Council

What we are looking for:

An experienced Cash & Markets Programme Development Managerto lead in the design, development and implementation of market-based approach programmes including cash and voucher assistance (CVA).

The post holder will support the institutionalization of market-based approaches in NRC Palestine, within and between Core Competencies (CCs). NRC Palestine has a high ambition level in promoting ethical, effective, efficient, and large-scale market-based programming, either separately (through a ‘basic needs’ approach, e.g. multipurpose cash) or as a modality to achieve sectoral outcomes (e.g. market-based approaches for Shelter and or livelihoods programming).

What you will do:

  • Serve as the primary contact for cash systems and market analysis within the Palestinian Country Office.
  • Define the strategic direction for Multi-Purpose Cash Assistance in the Palestine Country Office, providing strategic guidance and technical support.
  • Support the institutionalization of market-based approaches in NRC Palestine. This will include the development the market-based approach strategy (including CVA), guidelines, technical SOPs, training materials and results frameworks, ensuring relevance and applicability to all CCs and integrated programming.
  • Lead the inclusion of market-based approaches within NRC Palestine programming where appropriate and build staff capacities and systems accordingly.
  • With Logistics Manager and CC PDMs, Specialists, and project managers, manage market analysis, information management and monitoring systems. In doing so, identify and/or develop market-based programming opportunities for NRC Palestine to achieve CC outcomes and appropriate market price monitoring system.
  • Ensure the overall quality of NRC’s Cash programming in the response.
  • Oversee cash reconciliation with the finance department after 60 days.
  • Oversee large-scale multipurpose cash and e-cash programme development and operations across NRC Palestine, to help displacement- and conflict-affected families meet their basic needs and where possible achieve financial inclusion.
  • Represent NRC at strategic levels, participating in policy discussions, Cash Working Group (CWG), and other relevant forums (including donors), and coordinate with the Ministry of Social Development (MoSD) and CWG for list deduplication.
  • Support advisory and advocacy efforts for the broader humanitarian sector in Palestine to adopt MBP in strategies and plans.
  • Manage relationships with financial service providers and mobile network operators, and relevant private sector, to deliver efficient and large-scale CVA operations.
  • Support workforce planning for Cash capacities in Palestine, including recruitment.
  • Collaborate with the Monitoring and Evaluation and Learning (MEL) team to identify and address challenges in redemption.
  • Prepare SMS messages with Protection from Violence colleagues for cash recipients, addressing frequently asked questions.
  • Contribute to the eventual design of Post Distribution Monitoring (PDM) and collect feedback from participants in future rounds.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.
  • Identify funding opportunities, develop and revise proposals, budgets and donor reports.
  • Share knowledge and mechanisms available in cash and potential market support interventions with Gaza and West Bank Core Competencies staff.
  • Identify potential partners for market-based approach and nexus programming and private and public partnership programming.

What you will bring:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience of working in complex and volatile contexts. Knowledge of the context in Palestine, especially Gaza is and added value.
  • Technical expertise in cash assistance and intervention in emergency response and protracted crisis.
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes
  • Knowledge and skills in market analysis, cash-based interventions, and market-based programmes.
  • Proven experience on strategy and programme development with managerial experience desirable
  • A clear interest and understanding of Protection Mainstreaming (Safe and Inclusive Programming)
  • Experience in navigating and operating within challenging and unstable environments, disaster preparedness, response and recovery programming.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Ability to work under stressful conditions, meet short deadlines and travel extensively at short notice to support field operations.
  • Fluency in English, both written and verbal. Knowledge of Arabic language is an asset.

What we offer:

  • Duty station: Jerusalem, Palestine
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: 30 %, (within the West Bank, Gaza and the region)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
