CASH AND MARKETS REGIONAL Technical Advisor – MENA At CARE USA

**This role is open to Nationals of CARE MENA countries Jordan, Palestine and Turkey.**

Cash and voucher assistance (CVA) is increasingly becoming the modality of choice for CARE’s programming:
– since 2017, CARE used CVA in more than 53 contexts
– in 2021 330 projects reported using CVA
– 94.8 Mil USD have been distributed through cash transfers
– 23.9 Mil USD have been distributed through vouchers

CARE’s strategic ambition aspires to have all projects with CVA to be gender sensitive based on its organizational definition. CARE is committed to ensure that projects with CVA are designed with and for women and girls, addressing their needs, challenges and opportunities. As such gender sensitivity will frame the processes and outcome of the use of the modalities. Additionally, CARE has sought to be a convener on the topic of gender and CVA, getting other actors interested in the topic.

The post holder will lead, manage, organize, and disseminate CARE’s CVA learnings and evidence in the Middle East and North Africa (MENA) region. Additionally, the post holder will manage the CARE global platform for aggregated CVA programmatic data, lead on improving internal processes and internal tools for monitoring CVA programs.

Responsibilities:

  1. Provide leadership for MENA’s Cash and Markets strategic intent
    • Lead MENA’s CVA and market-based approaches development and ensure its uptake and implementation.
    • Contribute to MENA’s and country level understanding of CVA as related to CARE’s strategic intent
    • With support from gender and sectoral advisors, integrate transformative gender approaches in region’s CVA and market-based approaches.
    • Seek regional and country level opportunities to promote meaningfully analysis, design and implementation of gender in CVA and market-based approaches internally and externally (e.g. training, seminars, webinars).
    • In coordination with the global Cash and Markets technical advisor, develop regionally-driven technical and policy papers/positions on CVA.
    • Produce high-quality original learning from MENA projects with CVA.
  2. Provide technical advisory services on CVA and market based approaches
    • Offer high quality, tailored technical advice on CVA and market based approaches throughout the Region through deployments and distance ensuring that gender is fully considered.
    • Pro-actively engage with different levels of MENA teams to probe on the need for technical support.
    • Support the MENA region and its Country Offices in developing tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) relevant for humanitarian and development settings.
    • Contribute to the development of concept notes and proposals ensuring that CARE’s strategic intent on gender is meaningfully addressed.
    • Aid in recruitment of consultants, staff and selection of service providers connected to CVA (e.g. ToRs, interviews).
    • Trouble shoot bottle necks to agile CVA and market based approach implementation in region.
    • Promote learning at all levels (e.g. programmatic and operational, results and process) and actively incorporate learnings into technical advice.
  3. Maintain relevant capacities on CVA and market based approaches for MENA team members
    • Engage consistently with Region and country level teams to understand the actual and evolving capacity needs on CVA and market based approaches within MENA, through deployments and remotely.
    • Map capacity needs for different Countries and relevant stakeholders (e.g. programming, program support, SMT).
    • Design and deliver training or mentoring of CARE staff and partners in the Region and country levels based on most up to date evidence.
    • Connect to regional and country level emergency preparedness plans to ensure relevance.
    • Identify and promote regional and country level capacity building opportunities in MENA for CARE staff and partners.
    • Contribute to cash and markets preparedness for MENA region.
  4. Representation and Advocacy
    • Represent CVA and market-based approaches within MENA’s regional structure.
    • Engage with and represent CARE in the relevant regional fora and coordination (Regional cash working groups, UN, Governmental, NGO).
    • Foment and nurture partnerships relevant to CVA and markets-based approaches important to the MENA region.
    • During emergency contexts, may provide technical coordination, support and advocacy with the country specific clusters, cash working groups and other relevant stakeholders and technical agencies.
    • Strategic engagement with stakeholders including NGOs, UN, Donors and Government at regional and, when needed, international levels
  5. Contribute the humanitarian teams’ strategy especially on CVA and market based approaches
    • Contribute to CARE USA’s humanitarian team’s vision and strategy.
    • Together with other Technical Advisors in CARE USA, across CARE International and Country teams, support the development of CARE cash capacity, learning and policy globally.
    • Contribute to or produce guidance for global CARE use on cash and markets, as needed and requested.
    • Represent CARE in relevant global fora, as needed, including webinars and presentations.
    • Act in place of Global Cash and Markets Technical Advisor, as needed.

Qualifications:

  • Bachelor’s degree or higher qualification on development studies/economics/social science/international relations or another relevant discipline.
  • Training in Cash programming and best practices (CALP or equivalent – CALP TOT level will be an added advantage).
  • At least 5 years of technical advisory, planning, implementing, designing of CVA and market-based approaches within different sectors as well as across several sectors
  • Field experience in multiple countries in MENA.
  • Demonstrated capacity in technical advisory support and mentoring for multiple clients at one time.
  • Extensive experience in training (CVA and market-based approaches, and other areas of humanitarian response).
  • Experience in implementing market assessment and analysis, combined with knowledge of key tools (EMMA, RAM, etc.).
  • Knowledge of donor CVA and market-based approach guidelines (e.g. USG, European, GAC).
  • Experience in conducting strategic work at a regional or global level.
  • Knowledge of key initiatives in CVA (Grand Bargain, CaLP) and their key areas of involvement at the regional/global level.
  • Understanding of gender concepts and the linkages with market and CVA.
  • Strong analytical and conceptual skills in humanitarian programming, assessing emergency needs, market analysis, response analysis, and program design.
  • Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, and coordinate multiple tasks.
  • Proficiency in Arabic and English.
