Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the implementation of operational plans in support to National Societies of 39 countries through eight Country Offices and five Country Cluster Delegation Teams.
As part of the Asia Pacific Region; the Jakarta office will provide direct support to Indonesia and Timor Leste. The Jakarta Office will promote country centred longer -term programming, provide a platform for regional cooperation and learning, provide technical support in the countries lacking the technical capacities, and manage the performance of the secretariat staff in the countries in its responsibility.
Implementing cash and voucher assistance (CVA) to the benefit of people affected by disasters and crises is a growing and critical part of humanitarian action, with the potential to drive transformational change in the architecture and programming approaches of humanitarian organizations. CVA will enable people affected by disasters and crises to receive more appropriate and effective support, giving them greater choice, dignity and control over their lives, and enabling communities through efficiency gains and better support to local markets and economies. One commitment of the ‘Grand Bargain’ – which is an agreement between the biggest donors and humanitarian aid organizations on getting more means into the hands of people in need and to improve the effectiveness and efficiency of humanitarian action – is to increase the use and coordination of CVA. As a follow-up on IFRC’s commitments to the Grand Bargain1, the IFRC commissioned a Cash Roadmap for enhancing cash preparedness in National Societies. At the Asia Pacific Red Cross Red Crescent Regional Conference held in Manila, Philippines, during November 2018, leaders of National Societies agreed – as part of the Manila Call for Action – on an ambitious target of getting 60 per cent of Asia Pacific [and Middle East] National Societies ‘Cash Ready’ by 2022.

Job Purpose
As part of the Disaster Risk Management Team in the Country Cluster Delegation (CCD) for Indonesia and Timor-Leste and under the technical guidance and leadership of the Regional Cash Coordinator for Asia-Pacific, the Cash and Voucher Specialist will be responsible to provide technical support advice to PMI and CVTL to support them with the development and implementation of their cash capacity building plans of action with the objective to have them ready to deliver, when appropriate, CVA in a timely, accountable and effective manner at any time and at any scale.. The role will also provide hands on support and advice to both national societies on the implementation of CVA under emergency operations, including ongoing COVID-19 operations being implemented. This includes providing technical support to National Society teams to effectively plan, implement, manage, and evaluate CVA programming.
Job Duties and Responsibilities
- Provide technical support to National Societies to effectively plan, implement, manage and evaluate cash preparedness projects and multi-sector cash programs under emergency response operations.
- Facilitate self-assessment workshops with each selected National Societies to establish a cash capacity plan of action (PoA) based on their current capacities and specificities.
- Support the implementation of the cash preparedness PoA for each National Society.The PoA should cover, if not already in place, the establishment of a baseline and a cash feasibility study, a scenario development and analysis, a key stakeholder mapping (including potential Financial Service Partners (FSP), the development and implementation of key internal and external advocacy messages, the appointment of a cash focal point and an internal cash working group, the development of CVA standard operating procedures, the incorporation of CVA in the NS HR system, the development and implementation of a CVA communication strategy, the establishment of a CVA training plan and a CVA pilot project.
- Undertake capacity building in CVA through face-to-face trainings, simulations and “learning by doing” exercises, as well as remote and face-to-face coaching. These will cover training NS staff and volunteers at national HQ and branch levels and looking for peer to peer engagements across those selected National Societies where synergies align and with the other National Societies on a peer-to-peer basis.
- Explore and facilitate peer-to-peer support among National Societies that are on-going cash preparedness program within the region.
- Promote and provide guidance on cash data management system, including on data protection and security (e.g.: RedRose, Kobo toolbox, ODK and other mobile data collection tools and beneficiary data management systems).
- Provide technical support to the selected National Societies for the selection of FSP and the preparation of the documents required for the procurement and establishment of an FSP (framework) contract.
- Promote the use of cash as a modality for effective humanitarian responseamongst national society staff and leadership.
- Support the implementation of CVA under emergency operations or activities the selected National Societies are implementing.
- Participate in internal and external CVA meetings to contribute to technical, coordination and advocacy initiatives within the RC/RC Movement and serve as the cash focal point for the CCD representing IFRC on the Cash Working Group in Indonesia.
- Oversee any other CVA related tasks as delegated by the CCD Senior Management Team.
Requirements
Education
- University degree in Disaster Management / Disaster response or equivalent experience and knowledge
- CVA related training (CaLP, IFRC Level II, PECT) is preferred
Experience
- 7-10 years of experience developing capacity of partners for emergency response and/or supporting humanitarian response operations (experience working in the Red Cross Red Crescent Movement an advantage)
- 3-5 years of experience successfully implementing and coordinating humanitarian emergency response operations that include CVA.
- Experience building and managing a network and working as part of a team
- Experience living and working in challenging and dynamic environments
- Proven capacity building experience including delivering trainings and providing on the job training and coaching (preferable CVA and market trainings)
- Experience in supporting partners with developing and reviewing processes and operating procedures, preferably in CVA, with a focus on continual improvement
- Experience in project/operational planning, monitoring and reporting
- Experience in contributing to or developing operational plans for emergency response operations preferably with a focus on CVA
- Experience managing projects including budgets of up to CHF100,000 is preferred
- Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, design, implementation and M&E) and in developing CTP programmes that are inclusive and gender sensitive
- Experience providing quality technical support to colleagues and partners on one or more areas of humanitarian response, preferably including CVA
- Proven ability to assess and trouble shoot issues during the implementation of projects and/or operations
