Cash and Winterization Officer – Eastern Ukraine* At Welthungerhilfe

The position is open to Ukranian nationals only and to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. The employment location will be Poltava, Ukraine.

Alliance15 members Welthungerhilfe (WHH), Concern Worldwide and Cesvi are working together in Ukraine using their combined resources and reach, to ensure a quick and effective emergency response to assist the crisis-affected population. This response, known as JERU (Joint Emergency Response Ukraine), is working inside of Ukraine to support conflict affected communities. As Cash and Winterization Officer for our Joint Emergency Response Ukraine (JERU), your aim will be to support Cash and Winterization support to our programme or projects in Ukraine.

Your responsibilities

  • Coordinate closely with local partners, partnerships officer, and the Team Leader to confirm the timely and targeted distribution of all Winterization (NFI) and Cash, voucher, and any other supplies that are to be directly distributed to beneficiaries
  • Support partners in the Implementation of MPCA and Winterization activities within the project time frame and quality standards, using modalities that include in-kind distribution, micro-grants, cash for work, and multi-purpose cash
  • Work closely with local partners, Head of Project, MEAL team, and government representatives in identifying the most vulnerable communities following the approved operations plan
  • Develop well-organized distribution plans in collaboration with the Head of Project and Partners
  • Coordinate plans including dates, times, and locations for distributions with communities, JERU Partner staff, and government officials to ensure distributions go well
  • Ensure that all documentation and records pertaining to the beneficiary registration are updated periodically with relevant information on all distributions conducted
  • Support partners that all winterization and Cash distributions are conducted and those beneficiaries are informed of the transfer value/entitlement and the quantities/amount to be distributed by family size/individual (or Approved Ration Scale)
  • At the end of each winterization and Cash distribution, prepare relevant reports for submission to the Head of Project as required
  • Participate in monthly and quarterly project progress and programme review meetings, contributing information related to programme quality, progress, and challenges
  • Participate in field-level assessments including, but not limited to, need assessment, HH vulnerability assessment, market assessment, and other types of assessment as assigned by the team leader
  • Coordinate and liaise with local authorities on the ground as applicable, and other NGOs to share information with regard to any exercise being planned including beneficiary registration, winterization, Cash distribution, distribution plans, etc.
  • Conduct community mobilization and sensitization activities in targeted locations considering the strict adherence to the DO NO HARM principle
  • Lead the process of vendor/shop identification and market actors to participate in the sectorial (Food, WASH, Shelter, HEALTH, etc.) Cash and Voucher activities as per the standard market/vendor identification tools
  • Ensure strict compliance to cash transfers SOPs and policies as per the JERU’s internal standards, donors, and international humanitarian standards
  • Work closely with MEAL staff, conduct monitoring of all activities post-distribution, follow up on complaints and suggestions from beneficiaries, and collate information to share with other staff. Ensure to implement recommendations as agreed between the MEAL team and Head of Project
  • Capacity building of the enumerators and partners staff on Cash and voucher, Winterization data collection tools
  • Keep safe the passwords/accounts of the Cash-Based Programming electronic platforms
  • Visit vendors for data collection and other cash-based programming-related activities on regular basis
  • Participate in zonal coordination meetings such as Cash working groups, winterization, and NFI working groups

Your profile

  • Relevant professional qualification/formal vocational training with additional qualifications (e.g technician, vocational college)
  • 3-5 years of job-related professional experience
  • Strong MS Teams skills
  • Willingness to travel within Ukraine
  • Fluency in Ukrainian
  • Russian and or English language skills are an asset
  • Participate in zonal coordination meetings such as Cash working groups, winterization, and NFI working groups
