Cash & Livelihoods Assistant Iraq Kirkuk – Tuz- (Nationals Only) At Norwegian Refugee Council

  1. ROLES AND RESPONSIBILITIES

The Norwegian Refugee Council in Iraq is looking for Tuz-based Livelihoods Assistants for implementation of livelihoods programming on agricultural and business support to communities and entrepreneurs. This role focuses on field-level engagement and sensitization of communities, business owners, farmers, and other stakeholders. The Assistant role further supports assessments and monitoring & reporting of activities.

The Central Area Office portfolio currently focuses on integrated livelihoods, legal assistance, and education programming. Livelihoods interventions include agriculture and water infrastructure rehabilitation combined with material and capacity support to farmers and business owners, and emergency cash assistance in areas with immediate needs. The legal assistance programme entails information, counselling, and legal assistance to individuals and households on legal civil documentation as well as housing, land and property rights issues. NRC’s education projects entail material support to schools, rehabilitation of key educational infrastructure, and capacity building of teachers, including in addressing children’s psycho-educational needs.

1.1 GENERIC RESPONSIBILITIES

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated Livelihoods project portfolio related to agricultural value chains according to work plans
  3. Prepare and develop status reports as required by management
  4. Ensure proper filling of documents

1.2 SPECIFIC RESPONSIBILITIES

  1. Support in community sensitization and awareness raising for activities in targeted communities.
  2. Conduct registration of beneficiaries for agriculture support and markets & skills development
  3. Ensure that most vulnerable beneficiaries are selected in line with beneficiary selection criteria
  4. Conduct data collection activities where assessments such as market assessments, price monitoring, crop harvest assessment etc. are done
  5. Support in the distribution of in-kind assistance, direct cash or cash vouchers to selected beneficiaries and monitor utilization of the items distributed
  6. Follow up on all beneficiaries regularly to ensure that they implement activities in line with schedules provided
  7. Support training of beneficiaries, especially business management, vocational skills training, and agriculture extension training
  8. Participate in the preparation of weekly and monthly plan and schedules
  9. Actively promote community participation in project activities with particular attention to gender
  10. Prepare and submit reports and other updates as required
  11. Support with referrals to other NRC sectors or through external referral mechanisms
  12. Support market assessments, mapping, beneficiary selection, Post Distribution Monitoring (PDM) surveys and end line surveys to inform program design and implementation
  13. Support protection and gender mainstreaming in field activities

1.3 CRITICAL INTERFACES

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Livelihoods PC and Officers, SIP Coordinator, other sectoral teams
  • Area operations: Support staff (Logistics, Finance/Administration, HR)
  • Staff capacity building: Livelihoods PC, M&E Technical Assistant, SIP Coordinator, HR department
  • Implementation: Other Core Competency staff

  • Overall good knowledge of geography and local population demographics/dynamics
  • Experience with community engagement approaches and principles

  • Fluency in Arabic, both written and verbal
  • Willingness to travel regularly within Kirkuk and Salah al-Din
