Cash Specialist At Norwegian Refugee Council

Background

The Cash Monitoring, Evaluation, Accountability and Learning Organizational Network (CAMEALEON) is an NGO-led consortium co-managed by the Norwegian Refugee Council, Oxfam and Solidarités International, providing monitoring support to the World Food Programme (WFP)’s Multi Purpose Cash (MPC) programme for Syrian refugees living in extreme poverty in Lebanon. CAMEALEON’s mandate is to conduct independent research and analysis to generate evidence and learning in order to generate recommendations to improve decision-making, accountability to affected people, programme cost-efficiency and effectiveness of WFP’s MPC programme.

Role and responsibilities

The Cash Specialist is responsible for leading and coordinating the design of select CAMEALEON studies, with a particular focus on qualitiative and participatory research and analysis and topics including cash plus approaches, protection and inclusion. The Cash Specialist coordinates the organization of dissemination activities, learning events, knowledge-sharing exchanges and the development of research briefs. The Cash Specialist also oversees the field team in the Bekaa and supports them in the facilitation of monitoring and reporting activities. They also represent CAMEALEON at external fora, including sector coordination meetings and technical cash meetings in Lebanon and globally, and contributes to the development of proposals, reporting and strategy development.

Generic responsibilities

  1. Comply with and adhere to NRC policies, guidance and procedures
  2. Follow up on compliance with contractual commitments within the sector, ensure high technical quality and synergies in project implementation
  3. Provide technical direction and project implementation support
  4. Represent CAMEALEON in relevant forums, including with national authorities and donors
  5. Ensure effective communication and knowledge sharing on cash based programming, both internally and with other key actors across all countries in the region and globally.
  6. Support the consolidation of a learning culture – ensure effective documentation, operational research, and capturing of best practices is done, to enable countries to achieve and/or surpass established targets and standards.
  7. Contribute to recruitment of country level staff if/as requested.
  8. Oversee and be responsible of mainstreaming protection guidelines in the NRC activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.

Specific responsibilities

  1. Lead the management and finalization of research studies and analysis assigned to the Cash Specialist as technical lead/focal point, including the formulation of accompanying recommendations
  2. Develop and roll out dissemination plans for research and analysis findings, including organizing the publication of reports on cash related platforms such as CaLP, ALNAP and MiC
  3. Organize a learning event for external actors relate to the findings of CAMEALEON’s research and analysis
  4. Support and provide technical input to other CAMEALEON activities e.g. reviewing tools and draft reports .
  5. Support the Consortium Manager in the preparation for donor updates, MPC Steering Committee meetings, Board meetings, reports and proposals .
  6. Coordinate with WFP, donors, the Lebanon INGO Forum, the technical focal points of other cash agencies and member technical units to share information, ensure cash related learning is documented and shared.
  7. Represent CAMEALEON at cash related meetings, including sector coordination meetings, such as the monthly national Basic Assistance working group meeting and meetings with WFP staff
  8. Identify advocacy issues related to cash programming and support the development of appropriate key messages.
  9. Ensure activities take into account gender, safe programming, and people with specific needs and requirements.
  10. Line manage the Field Research Coordinator and oversee the implementation of field research activities
  11. Documented results related to the position’s responsibilities

Minimum Requirements:

  • Minimum 5 years of experience in cash transfer programs with strong understanding of principles and fundamentals in this kind of programming in a humanitarian/recovery context.
  • Senior level technical expertise in designing, implementing and managing cash and voucher (CVA)related interventions throughout the project cycle, ideally multi-purpose cash assistance, especially in refugee/ IDP/ displacement contexts.
  • Advanced understanding and experience in two or more of the following areas: operational research and analysis, monitoring and evaluation, accountability, organizational learning, programme adaptation, participatory approaches, research promotion, influencing and advocacy
  • Experience in leading teams and providing technical guidance on analysis of the data collected, for programme design and adjustment.
  • Experience in managing relations with consultants, service contractors and partners
  • High level of communication, interpersonal, representation and diplomacy skills
  • Good understanding and programmatic experience on cross cutting issues such as gender, safe programming, protection (ideally including data protection and security)
  • Proven ability to research, write reports and present findings on cash transfer activities
  • Fluency in English, both written and verbal; knowledge of Arabic preferable.
  • Experience from working in complex and volatile contexts
  • Experience working with or as part of third party monitoring initiatives is highly desirable
  • Knowledge of the context in the Middle East region

Duty Station: Beirut – Lebanon

Reports to: Head of CAMEALEON Consortium

Contract: Fixed-term (Maternity Cover – 1 November 2021 to 31 March 2022)

Duration: full-time, in accordance with local labour laws.
