CCCM Project Assistant – Community Mobilization At Agency for Technical Cooperation and Development

Job Purpose:

Under the direct management of the CCCM Project Officer. CCCM Project Assistant – Community Mobilization is responsible for supporting and overseeing CCCM community mobilization activities including strengthening coordination platforms at the camp level with different stakeholders such as camp management units, community committees, and NGOs in Idleb – KAJ.

Objectives:

To support and oversee different CCCM activities in the field. This includes communication and coordination with different stakeholders, setting up a coordination meeting, conducting services monitoring and contingency plans at camp level, establishing community committees and follow-up to enhance community participation, supporting site maintenance focal point in CFW, and leading fire safety activity.

Duties and Responsibilities:

  • Leading in the creation or strengthening of camp management units and community committees so that the appointment of committee members is done transparently and inclusively, and that ToRs are created and signed in a participatory manner and agreed upon by all stakeholders.
  • Conduct regular operational meetings with CMUs, committee members and NGOs working in the camps to discuss the services, gaps, risks and problems and get feedback from concerned actors, and advocate for solutions. Then share the minutes, services monitoring report and other related documents with attendees via monthly site report accordingly.
  • Conducting services monitoring assessment monthly, analysis the data and prepare the final monthly services monitoring report to be shared with actors after getting feedback from the operational meetings.
  • Support the CCCM cluster by submitting ISIMM, ISIMM Plus, CCCM 4Ws and incident reports via the links they shared before.
  • Conduct focus group discussions, key informant interviews, and observations for various CCCM activities and update demographic data monthly in collaboration with camp management units.
  • Prepare contingency plans at camp levels by participatory of concerned actors including CMUs, committees and NGOs, and update them quarterly.
  • In collaboration with CCCM project officer and governance officer, establish community committees at camps levels in collaboration with camp management units, and support them to enhance the community participation through various activities held by committees, and ensure ToRs and code of conduct are signed and documented.
  • Follow up community events led by committees and support such activities to ensure the community participation is effective and comprehensive.
  • Lead, implement and supervise fire safety activity, this includes data collection, identifying the proper sites for fire safety points, selection and distribution processes that should be documented.
  • Support site maintenance assistant in daily supervision for CFW activity in the assigned camps.
  • Support site maintenance assistant to deliver training for all relevant beneficiaries / CFW participants to ensure the safe and appropriate use of facilities.
  • Collaborate closely with other ACTED’s teams and/or activities operating in the camps.
  • Ensure that all the needed administrative documentation is scanned and filed monthly.
  • Submit daily/weekly, monthly and close out reports to CCCM project officer.
  • Perform any additional task as requested by the line Manager.

Key Performance Indicators:

  • Conducting 6 operational meetings in each camp and sharing the site report in 6 months.
  • Implement fire safety activity in 4 camps till Dec 2024
  • Update contingency plans at camps levels twice till Dec 2024
  • Establish and follow up community committees in 4 camps till Sep 2024
  • Conducted 6 service monitoring rounds for each camp in 6 months.
  • Updated ISIMM, ISIMM Plus, and CCCM 4Ws report every month.
  • Updated demographic IDP database every month.
  • 100 % of reports submitted promptly to the line manager.

    QUALIFICATIONS

Essential:

  • University degree.
  • Minimum 3 years of total work experience with humanitarian organizations.
  • Minimum 1 year of experience with NGOs in the CCCM sector.
  • Experience working with KOBO and other data collection tools.

Preferred:

  • Previous experience in establishing community committees.
  • Previous experience in providing training and awareness sessions.
  • Very good computer skills (Microsoft Office) highly preferred
  • Very good and respectful communication skills.
  • Ability to maintain the highest degree of confidentiality and discretion.
  • Flexibility and ability to work under pressure.
  • Commitment to humanitarian principles and good knowledge of protection mainstreaming elements.
  • Good negotiation skills and coordination skills with several actors.
  • Good understanding of SPHERE standards and environmental protection considerations. Strong interpersonal skills.
