Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. JOB CONTEXT :

The Myanmar Thailand (MyTh) program involves all HI’s interventions’ contexts (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps.

HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI reopened a mission in Myanmar in 2014 and signed a Memorandum of Understanding (MoU) with the Ministry of Social Welfare in September 2015. In 2017, a MOU with the Ministry of Health and Sport was also signed to cover activities under health sector. HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction. HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR). HI’s strategy is based on 3 operational priorities as follows:

· Pillar 1 – Armed Violence Reduction: Mine risk Education and Land Release

· Pillar 2 –Inclusion: Disability Social Inclusion; Support to Civil Society, inclusive Disaster Risk Reduction, Livelihoods

· Pillar 3 – Health and Rehabilitation: Emergency Hospitals Preparedness; Mother and Child Health; Functional rehabilitation; Mental health and Psychosocial support.

A military junta has ruled Myanmar between 1962 and 2015. It represented one of the harshest dictatorships in the world with a systematic and widespread denial of fundamental freedoms. The population is made of more than 135 different ethnic minorities who have been at the core of dissensions and secession attempts throughout the 20th century. Over the past years, ceasefire agreements have been signed between the government and several armed groups. These efforts led to a National Ceasefire Agreement signed with some of the major Non State Armed Groups at the end of 2015. Nevertheless, on-going conflicts in several states of the country remain active and even increased for example in Rakhine State.

Emergency, Armed Violence Reduction (Humanitarian Mine Action) and development sectors coexist in Myanmar, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortia and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

HI Myanmar/Thailand is looking for an area manager to supervise the projects in Mandalay, Yangoon, Southern and East Bago for 12 months.

The current portfolio of projects is as follows:

Mandalay and Yangon: The “Integrated Hospital Disaster Preparedness Project” started in 2020 and aims at enhancing community resilience through disaster preparedness and incident management, ensuring continuous inclusive care for disaster affected population. Due to the political and security situations, some components of the project have been adapted, and a close monitoring of the evolution of the context is needed.

Southeast and East Bago: Victim Assistance and Livelihoods for landmine survivors, via partners, to support communities affected by armed violence. Emergency Support to IDPs (NFI), via partners, to support communities affected by the political crisis.

In the other part of the country, some EORE, rehabilitation care and assistive devices provision, MHPSS, protection, disability inclusion and inclusive education activities are also ongoing, under the management of the 2 other areas Operations Managers.

YOUR MISSION: Under the responsibility of the Regional Director Myanmar/Thailand, your main responsibilities are: **

Be the manager of Project managers’ team

• Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the Project managers, the regional managers and with head office colleagues.

• Size and plan human resources needs of the projects in the Programme.

• Recruit and contribute to the professional development, autonomy and well-being at work of the project managers

• Contribute to the professional development and autonomy of project managers

• Acknowledge individual and collective efforts and performance.

• Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviors, and disciplinary measures when necessary.

• Animate the daily working interactions between project managers and support teams (technical and shared services, functional link), in order to facilitate project implementation in the country; conduct

• Regular project reviews with project managers and the TUM, MEAL unit and support services.

• Participate to the Programme Steering Committee conducted by the Director.

Steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.

Under the guidance of the Myanmar / Thailand Program TUM and the Myanmar / Thailand Program MEAL and Support Services managers, you deploy all adequate tools that will allow project monitoring in the Program, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.

Contribution to the Programme’s Operational strategy and HI frameworks & regulations for the 2 million budget, funded by BMZ, Fondation de France, Luxembourg MoFA, ECHO, MHF, USAID (DAI), Centre de Crise et de Soutien. Other funding opportunities to be secured.

Influence: Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media)

YOUR PROFILE :

· With a Bachelor’s degree in related field, you have more than 5 years working experience as humanitarian worker with progressive increase in responsibilities

· You have at least 3 years working experience managing teams, particularly in project management and base management positions (Project Manager, Field Coordinator, Operations Manager)

· You have Excellent oral, written (English)

· Due to the situation, to be already based in Yangon is a real asset

CHARACTERISTICS OF THE POSITION:

Yangon : The security situation in Yangon is good. Travels to some sites require authorization and to follow security rules. All main goods and facilities are available. The international community is big and diverse. Living conditions are comfortable. The traffic can be intense and some period of the years face dire air pollution in Yangon. Taxi service is available everywhere and reimbursed when used for working reasons. **

Covid-19 surge is impacting Myanmar at the moment with a surge of cases since August 2020, Yangon Region and Rakhine State being the most affected. Travel restrictions and Covid-19 preventive measures are applied and Yangon Region and Rakhine State are under lock-down. HI team members are working from home at the moment and in-country travel is impossible. Government authorities are also applying restrictions on visas for international staff.

The position might need to be covered remotely for a certain period of time if the candidate is not already based in Yangon. This should evolve in the future to shift to a Yangon-based position. A possibility to come to Mae Sot (Thailand) office will be offered.

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution ; Repatriation insurance paid by HI**

· Salary from 2800 € gross/month upon experience

· If based in Yangon : per diem : 470 € net/month – paid in the field ; Hardship : 250 € net/month paid with your salary ; When based in Mae Sot : per diem of Mae Sot base and no hardship.

· Paid leaves : 25 days per year; R&R of Yangoon : Level 2: 5 days every 3 months

· Position: unaccompanied ; Payment for travel costs (air ticket & visa) ; Collective housing taken in charge by HI

· Candidates already legally present in Myanmar will be preferred. Myanmar nationals would be offered local contract following local salary grid.
