CEPPS Database Associate

Position Summary

The Global Design, Monitoring, Evaluation, and Learning Team seeks a CEPPS Database Associate to join NDI’s DC based MEL team. The purpose of this position is to serve as the CEPPS (Consortium for Elections and Political Process Strengthening) database liaison for NDI and maintain the CEPPS database.

About CEPPS: CEPPS is comprised of nonprofit, nonpartisan, nongovernmental organizations dedicated to advancing and supporting democratic practices and institutions around the globe.?Established in 1995, CEPPS pools the expertise of three premier international organizations dedicated to democratic development: the International Foundation for Electoral Systems, the International Republican Institute and the National Democratic Institute. CEPPS now has a 25-year track record of collaboration and leadership in democracy, human rights and governance support. As mission driven, nonprofit democracy organizations, we differ from many development actors by maintaining long-term relationships with political parties, election management bodies, parliaments, civil society organizations and democracy activists. We operate as a consortium (under a joint venture) to provide USAID and other donors with the capacity to deliver complex democracy, rights and governance (DRG) programming at scale across the entire spectrum of political contexts and geographic regions.

Essential Accountabilities/Responsibilities

  • Serve as the Point of Contact/liaison for any CEPPS Database related inquiries and addresses as appropriate.
  • Ensure compliance with CEPPS protocols and processes regarding maintaining database and data quality. Support data management processes and the implementation of database protocols.
  • Perform preliminary data analysis and disaggregation for CEPPS level reporting.
  • Assist in maintaining CEPPS database, including updating/modifying projects and indicators, managing user access, tracking data entry status, tracking and troubleshooting database questions from all field offices, extracting relevant reports, and other related activities as needed.
  • Establish and maintain internal data quality standards in CEPPS database to ensure high quality data for multiple uses within the global database.
  • Assist in mapping out data collection, reporting, and storage requirements for various projects and donors in consultation with program and field teams.
  • Ensure the completeness of data within the CEPPS database and develop internal dashboards for internal monitoring purposes.
  • Support the development and integration of donor and institutional taxonomies into the database for programs.
  • Assist in the compilation and analysis of project data for periodic baselined, midterms, and end line evaluations.
  • Provide general support to the G-DMEL team in design, implementation, communication and roll out of a new institutional M&E database as needed.
  • Guide program staff in structuring new projects into the database, using appropriate frameworks, taxonomies, and indicator definitions, per multiple donor requirements.
  • Ensure the use of data for Reflection, Analysis, & Decision making (RAD) sessions.
  • Support the Global DMEL team in the draft/design and delivery of training to program staff in DC and overseas in the use of the M&E database.
  • Work with diverse institutional stakeholders and contribute to discussions on data security, confidentiality, and data governance protocols to ensure the ethical collection and storage of data under GDPR requirements.
  • Perform administrative duties as needed to include but not limited to coordinating travel, expense reimbursement and reconciliation, and organizing team meetings and calendars.

  • Act as a back-up for other team members as needed.
  • Participate in cross-functional initiatives as needed.

  • Assist in budget tracking for projects, internal accounting and reconciliation

Required Qualifications

Education

  • Bachelor’s degree in social science research, data science, international affairs, international development, or related field. Additional years of relevant work experience may be substituted for educational requirements on a one-for-one basis.

Experience

  • A minimum of three years of work experience or internships involving quantitative data entry, cleaning and analysis, data management, and monitoring & evaluation of data
  • Demonstrated work experience or internships in social sciences, including international development, political science, or related subjects
  • Experience with relational databases including online databases strongly desired
  • Experience in troubleshooting database systems in diverse and challenging environments
  • Experience of living or working experience outside the U.S. preferred

Knowledge, Skills and Abilities (KSAs)

  • Ability to multitask and prioritize; manage time, perform project management, problem-solving, and organizational skills; and flexibility to adapt and respond to shifting priorities
  • Ability to analyze problems, collect and verify data, draw evidence-based conclusions, and the ability to think innovatively
  • Understanding of data cleaning processes and documentation of data inconsistencies
  • Knowledge of Monitoring & Evaluation and data visualization tools preferred
  • Familiarity with developing and operationalizing SMART indicators for challenging contexts
  • Training and capacity building skills
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Excellent written and oral communication skills
  • Ability to apply discretion and maintain confidential information
  • Capacity to work effectively both independently and as a member of a team
  • Ability to effectively present information, respond to questions, and communicate with diverse groups including audiences without a technical background
  • Ability to draft technical guidance documents for broad audiences with supervision
  • Ability to coordinate and manage event logistics
  • Ability to learn new technologies quickly
  • Proficiency in use of Google Apps (Gmail, Calendar, Google Drive, G+, etc.)
  • Experience with Smartsheets (management and dashboard development) strongly desired
  • Foreign language ability applicable to one of the regions where NDI works, French, Arabic, and/or Spanish preferred
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach

Work Environment

  • This position generally is performed in an office environment and may be suitable for partial telework.
  • Occasional evening and weekend work may be required, as well as attendance at external events.
  • International travel is typically not required for this role, but there may be occasions when the opportunity may be presented for such travel to support a given program or field activity. This is generally at no greater than 5% of an incumbent’s work time in this role.

Comments

To comply with tax and legal obligations, all candidates for DC-based positions must reside in Maryland, DC or Virginia. While there may be flexibility for remote/hybrid work environments, candidates must be residents of MD, DC or VA or relocate prior to the start of employment at NDI.
