Certification Framework Development Consultant Mother And Child Friendly Certification Scheme For Sri Lanka Tea Industry

Background:
Save the Children Sri Lanka has been working with the tea industry since 2017 on developing and advocating for child rights business principles, under the Mother and Child Friendly Tea Plantations programme. Based on the experience of Save the Children in working with plantation companies and the relevant government ministries in the areas of protection, education and health and nutrition, Save the Children is planning to set up the Mother and Child Friendly Certification Scheme that will enable the tea companies to continue striving for improving the wellbeing of children and mothers living in tea communities. The action-based certification scheme, jointly set up by Save the Children Sri Lanka and the Centre for Child Rights and Business, will promote investment by businesses in wellbeing initiatives for tea communities and allow for identification of Mother and Child Friendly Tea plantations in Sri Lanka.

Purpose

Building on the current concept note, and certification framework, Save the Children Sri Lanka is looking for a consultant/ consultants to support the development for the Certification Framework of this scheme.

Key Deliverables

The Certification Framework will need to contain the following elements:

  • Certification criteria for tea estates of all sizes, as well as for buyers of Sri Lanka tea.
  • Define different certification level and indicators in line with current certification concept and key principles.
  • Based on current concept this will mean to define

-basic requirements for applicants to be considered for the certification process

-activities that count towards the certification

-minimum standards & principles the activities have to fulfill

-develop all necessary tools to measure and report on the different criteria.

  • Institutional set up

o Based on current concept note define responsibilities, reporting structures etc.

  • Certification process

o Define the process from application to certification,

o Responsibilities of different parties within the process

o Develop all necessary tools and forms used during the process (e.g. application forms etc. )

  • Monitoring and complaints process

o Define ongoing monitoring structure

o Criteria of continuation or retrieval of the certification

Duration

The consultant is expected to start working no later than October 18th 2021 and the assignment should take no more than 30 working days, and be completed by the 30th 2021 November 2021 latest.

Please note that this is a remote based assignment so consultants with relevant expertise based outside of Sri Lanka may also apply.

Key competencies

The consultant(s) need to bring the following level of experience and skills:

  • In-depth knowledge of the Sri Lanka tea sector
  • Strong knowledge on current state of research on family friendly (ff) workplaces, including experience in defining ff policies, assessing ff workplaces, working on setting up ff workplaces in agriculture settings
  • Strong knowledge on child rights, child protection, CRBP, to ensure all certification criteria further strengthen the well-being of children
  • Experience with certification schemes, it’s implementation and monitoring.
  • Strong research skills to ensure the scheme is developed with full knowledge on existing similar endeavors to reproduce best practices and avoid pitfalls
